According to NationGraph's analysis of school board meetings, district purchase orders and agenda packets, at least 129 public entities across 36 states have a vape detection record in the last 18 months, 113 of them K-12 districts. Almost none of it arrived through a competitive solicitation. The purchases show up as a vendor quote on a consent agenda, a line on a bill list, or a sentence in a board recording.

The list price tells a different story, and it is the number a district will have seen before it asks for a quote. As of September 2026, B&H lists vape and air quality sensors at retail from four vendors.

The overlap matters for anyone quoting into K-12: a purchasing agent can price your hardware tier from a public storefront in under a minute, so the quote has to be defensible on software, support and installation rather than on the box.

Avella Area School District in Pennsylvania bought a ten-year IPVideo license plan at $1,650 for two units, which works out to $82.50 per sensor per year. Kenston Local School District in Ohio paid $4,620 for twelve Triton licenses, or $128.33 each. Vici paid $145.00. Soter's published retail support fee is $50.00 per device per year, which is the floor.
Athol-Royalston is the row worth studying. It renewed Zeptive licenses in August 2026 and Triton licenses a month earlier. Districts accumulate vendors one building at a time and end up paying two dashboards to do one job, which is a displacement opening if you sell the consolidated version.

Like this. Vici Public Schools in Oklahoma is the only entity in our dataset that published every line of the transaction, and it is the template every other fragment fits into.
Nine sensors covers a district the size of Vici. A district with four secondary buildings is buying forty, which puts the same structure near $60,000 upfront and $5,800 a year after. The largest single named-vendor sensor line we found is Southern Kern Unified School District in California, at $47,355.05 across three campuses on a November 2025 Zeptive quote.
Beware the bundled figure. Several districts carry large numbers that mention vape detection but are not vape detector prices. South Butler County School District in Pennsylvania has a $419,687 structured cabling contract that vape detection will run on. Essexville-Hampton in Michigan has $144,161 in network switches. Ellington Public Schools in Connecticut has a $131,498 state allocation covering cameras and detectors together. Reading those as sensor prices inflates the range by two orders of magnitude.
Which vendors are school districts actually buying?
Five names account for most of the identifiable purchases. Zeptive and Triton Sensors appear most often, followed by Soter Technologies, the HALO Smart Sensor and Verkada.
IPVideo, the creator of the HALO Smart Sensor, was acquired by Motorola Solutions in December 2023, which is why HALO purchases now surface under Motorola branding and through Motorola's integrator channel. HALO is a multifunction device covering vape detection, air quality monitoring, gunshot detection, abnormal noise and motion detection and emergency keyword detection, and the same multifunction pitch shows up across the category. Roanoke City Public Schools put it plainly in an August 2025 board meeting: "that vape detector detects more than vapes." (clip)
That matters for funding, because a device that also does air quality and safety monitoring qualifies for a wider set of grant programs than one that only detects nicotine.
Who pays for school vape detectors?
Almost never the general fund. In our records the money arrives from JUUL settlement proceeds, state safety grants, bonds, capital reserves and a set of sources most vendors are not tracking.
Two of those deserve attention from anyone selling into this category. Oxford Academy and Central School District in New York started discussing vaping sensors only after its Phase 2 construction bids came in under budget, which means a capital project that underruns creates a shopping list nobody planned. Canton-Galva used Perkins CTE money, a federal career and technical education stream that is not on most safety vendors' funding maps. Grant awards are a leading indicator precisely because they precede the purchase by months.
We found no ESSER, Title IV-A, or PTA and booster funding in any retrieved record, despite those being the sources most commonly assumed.
How much JUUL settlement money is actually reaching districts?
Amounts range from $1,368.39 to $932,125.75, and most of it is not buying hardware. The passages describing these receipts point to prevention programming and student support services more often than sensors.
Genesee County's $18,970 funded an anti-vaping education agreement. Paradise Valley's $233,197.38 went to vaping-prevention support services. South San Francisco blended its $45,126 with a $160,000 state health grant for a behavioral health program. A vendor treating "district received JUUL money" as a hardware signal will misread most of these. The reliable read is narrower: a district that has JUUL money and is separately discussing detectors has a funded path, and those two facts usually appear in different meetings.
Do vape detectors work in schools?
The districts that publish numbers report very high alert volume, and a smaller group reports the incident count falling afterward. Nobody in our records publishes a clean before-and-after.
Lancaster Independent School District in Texas told its board in June 2025: "At the middle school, we had 1,274 hits on our vape detectors." Alert counts are not incident counts. A hit is a device trigger, and districts say directly that some triggers are false. Do not convert 1,274 hits into 1,274 students caught.
The positive reports are real but qualitative. Somerset Berkley Regional School District in Massachusetts recorded that "the numbers began to drop as detectors were installed, and students were getting caught," and that earlier false-reading problems with its 2021 units "were corrected." Coudersport Area School District in Pennsylvania recorded that "numbers have declined" alongside new detectors. Traverse City Area Public Schools in Michigan cited "quite a bit of success with vape detectors across our high schools" as its reason for expanding into middle school bathrooms. (clip)
What goes wrong after vape detectors are installed?
Alert volume, false positives, tampering and replacement. Every one of these appears as a funded cost or a stalled decision in the record.
Charles County Public Schools in Maryland is the clearest example of alert volume defeating the deployment. A February 2026 board discussion concluded that the number of alerts "is impossible for our administrators to respond" to. (clip) The city of Lexington, Virginia, discussing its high school in December 2025, said the detectors "go off frequently um for people vaping or not vaping." (clip) Northern Humboldt Union High School District in California logged a "Vape Detector Issues" item in May 2025 after students claimed units "have been going off when there's nobody vaping." The hardware costs money to keep alive. Edgerton Local School District in Ohio paid $100.00 to repair two Soter detectors including shipping. Ramona City Unified School District in California listed a HALO smart sensor as "Not Usable" on a November 2025 surplus disposal list. Liberal Unified School District in Kansas is "seeking bids for Verkada Vape Detectors to replace the initial Vape Detectors purchased by the district in 2019/2020," which sets a rough six-year replacement cycle.
One district in our records voted no. Keota Community School District in Iowa agendaed a vape detector purchase for approval, and on December 11, 2025 a director "moved to not move forward with the purchase of vape detectors. Seconded by Andy Conrad. Motion carried 5-0." (minutes) Assumption Parish Public Schools in Louisiana paused its install in June 2025.
Reputation travels between districts. Mount Pleasant School in Washington said it had been "hesitant to um install vape detectors because we had heard from other schools a variety of levels of success." How do school districts buy vape detectors?
Mostly on a quote, not a bid. Across 139 records we found exactly one Request for Quotation, one sole source approval, and one district announcing it would seek competitive bids.
Newburgh City School District in New York issued an RFQ for vape sensors in its new CTE building and authorized procurement with Day Automation. Hillsborough County Public Schools in Florida approved a sole source purchase from Secure US Solutions as the exclusive provider of a program built on Motorola's HALO Smart Sensor 3C. Liberal Unified in Kansas is the district planning to bid.
Everything else moved differently. Waterford School District in Michigan proposed 27 HALO 3C sensors for all student bathrooms and noted that "Quotes were received through our state cooperative agreement, REMC," which means the competitive step happened years earlier at the co-op. Iola Unified School District in Kansas had "2 providers provided cost and installation information for the Board to consider." Island Union Elementary in California put "Consider approval of quote for Vape Detectors" on an August 2026 agenda. Muskegon Public Schools in Michigan collected quotes that "would tie to our camera system."
If you are waiting for a vape detector RFP to appear on a K-12 bid board, you will wait a long time and lose to whoever was already on the co-op contract. The decision point is the quote request, and it happens in a committee meeting.
Where are districts evaluating vape detectors right now?
These are pre-RFP positions: districts that have discussed, scoped, piloted or budgeted, but have not purchased. Each was captured in the last 18 months from board minutes, agenda packets or meeting video. These are the data sources that surface a purchase before the RFP.
Stage beats value here. Sterling School District in Connecticut is being offered a free upgrade by its incumbent, which is a displacement window closing in real time. Riverton is mid-quote. Wilson County has a parent at the microphone and no budget line yet, which is the earliest and cheapest stage at which to become the district's reference point. The same budget cycle timing that governs any K-12 purchase governs this one.
Why do vape detector purchases not show up in bid data?
