Early Support from Infants & Toddlers (ESIT)

The State of Washington, Department of Children, Youth, and Families (DCYF) plans to issue a Request for Qualifications (RFQ) to seek qualified Contractor(s) interested in providing Early Support for Infants & Toddlers (ESIT) services for the state of Washington, under Part C of the Individuals with Disabilities Education Act (Part C of IDEA) in all Counties except King, Pierce, Snohomish and Spokane.The chosen contractor will coordinate mediation services for the Early Intervention Service.All bidders must meet the following minimum qualifications:Must be licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).(Mandatory Pass/Fail)Have a Unique Entity Identifier (UEI) number or provide a commitment that it will acquire a UEI number within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).  (Mandatory Pass/Fail)Must certify that they have not been debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in transactions by any federal department or agency. (Mandatory Pass/Fail)Must access and utilize all available funding sources, such as Medicaid, private insurance, Developmental Disabilities Community Services Administration (DDCSA), etc.  In accordance withESIT policies and procedures, System of Payment and Fees policy.(Mandatory Pass/Fail)Must be able to provide year-round (12 months) services based on child and family needs.  Caps and waitlists are not allowed.
