Description

The State of Washington, Department of Children, Youth, and Families (DCYF) plans to issue a Request for Qualifications (RFQ) to seek qualified Contractor(s) interested in providing Early Support for Infants & Toddlers (ESIT) services for the state of Washington, under Part C of the Individuals with Disabilities Education Act (Part C of IDEA) in all Counties except King, Pierce, Snohomish and Spokane.The chosen contractor will coordinate mediation services for the Early Intervention Service.All bidders must meet the following minimum qualifications:Must be licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).(Mandatory Pass/Fail)Have a Unique Entity Identifier (UEI) number or provide a commitment that it will acquire a UEI number within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).  (Mandatory Pass/Fail)Must certify that they have not been debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in transactions by any federal department or agency. (Mandatory Pass/Fail)Must access and utilize all available funding sources, such as Medicaid, private insurance, Developmental Disabilities Community Services Administration (DDCSA), etc.  In accordance withESIT policies and procedures, System of Payment and Fees policy.(Mandatory Pass/Fail)Must be able to provide year-round (12 months) services based on child and family needs.  Caps and waitlists are not allowed. (Mandatory Pass/Fail)Must employ Family Resources Coordinators (FRC) as an integral part of the service delivery team.  An FRC’s maximum caseload must not exceed 55 active IFSPs for each 1.0 FTE for more than 60-days without an approved exception to policy waiver granted by the DCYF.(Mandatory Pass/Fail)All service providers must meet minimum qualifications, perESIT Policies and Procedures(7.A)  and Exhibit B,Qualified Personnel Guidelines(Mandatory Pass/Fail)Early Support Services (ESS) must be provided in natural environments perESIT Policies and Procedures(11.A). (Mandatory Pass/Fail)ESIT Service Provider must have a Medicaid Provider Number (National Provider ID), or apply to obtain one, and must bill all eligible services to Medicaid or any other available sources of payment before seeking payment through this Contract. (Mandatory Pass/Fail)Must have two years of experience proving ESS or similar child and family services.
