Foster City Supportive and Special Needs Housing Program

The City of Foster City is requesting proposals from qualified agencies interested in administering the City’s new Supportive and Special Needs Housing Program (“Program”). The City of Foster City owns multiple housing units, six (6) of which have been designated for supportive housing. Eligible agencies are invited to submit proposals for program administration, the placement or referral of eligible households into City-owned housing units designated for supportive housing, and the provision and/or coordination of supportive services. Respondents may also elect to provide property management services of the unit(s) or coordinate with the City’s contracted property management agency for day-to-day lease and property management of the unit(s). The Program implements two programs of the City of Foster City’s 2023–2031 Housing Element: Program H-E-1-a Existing Unit Purchase Program – Opportunities for Supportive Housing, and H-F-1 Special Needs (pages HE-99 and HE-105).
