CITY OF OAK HARBORREQUEST FOR QUALIFICATIONS: ENG-20-05ENGINEERING DESIGN SERVICES FOR MIDWAY BOULEVARDNotice is hereby given that the City of Oak Harbor has issued a Request for Qualifications (RFQ) to solicit interest from qualified engineering firms to assist with preparing a design for the Midway Boulevard Improvements Project (ENG-20-05). The complete RFQ can be downloaded at:(City of Oak Harbor Webpage):https://www.oakharbor.gov/Bids.aspxStatement of Qualifications, as outlined in the RFQ package, must be received via electronic submission no later than 3:00 PM on Wednesday, April 1, 2026. Submit packets to:splace@oakharbor.orgwith the title:“RFQ for Engineering Design Services – Midway Blvd”.Under the directions of WSDOT Office of Equity and Civil Rights, this project was evaluated for an FSBE goal under their established procedures and criteria. The results were that this project can support a set aside amount of Zero percent (0%) as a Federal Small Business Enterprise (FSBE) goal for this project. The agreement with the potential consultant will have a voluntary Ten percent (10%) SBE goal.The City of Oak Harbor encourages disadvantaged, minority, and women-owned firms to respond. DBE participation is encouraged.The City of Oak Harbor, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all respondents that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.The City of Oak Harbor is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Women’s Business Enterprises in contracting activities.
