2026-2027 Pre-Design Services (Request for Qualifications)

Provide pre-design and early conceptual planning services for a potential future capital project. The selected firm will work collaboratively with the Department to help clarify overall project objectives, explore feasible development options, and prepare high-level conceptual approaches. The project may involve a mix of service-oriented, operational, and support functions, along with consideration of site-related elements. This effort is intended to inform future decision-making and does not include preparation of final construction documents. This solicitation has some or all Local funding, additional requirements may apply.
