Description
NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Lincoln County, Washington that sealed bids for a broadband construction project will be received until 9:00 A.M. on Friday, March 27, 2026 through the following methods: by common carriers FedEx or UPS OR in personto the Office of the Board of County Commissioners, Clerk of the Board’s desk, 450 Logan Street, County Courthouse, lower level, Davenport, WashingtonOR mail to Board of Lincoln County Commissioners, P.O. Box 28, Davenport, Washington 99122-0028. It shall be the submitter’s responsibility to ensure that sealed bids are mailed or delivered prior to the deadline and receipted by the Clerk of the Board. Please identify bids on the outside of a sealed envelope as SEALED BID – FTTx PROJECT TO SERVE DEER MEADOWS AND SEVEN BAYS. The bids will be opened and publicly read aloud at 9:10 A.M. on Friday, March 27 in the Commissioners Chambers at 450 Logan Street, Davenport, Washington. Email bids will not be accepted. The Board of Lincoln County Commissioners reserves the right to accept or reject any or all bids for good cause.Statement of Need (Scope): Bids are being requested for construction of fiber-to-the premise (FTTx) in the Lincoln County communities of Deer Meadows and Seven Bays and construction of aerial and underground fiber backbone between the intersection of Hawk Creek Road and Blue Grouse Road and the intersection of Miles Creston Road N. and Hume Road E. To request the contract documents email Margie Hall, Lincoln County Broadband Office, atmhall@co.lincoln.wa.us. Contractors must be licensed, bonded, and insured in Washington State and must not be banned from receiving federal funds. Attendance at an online pre-bid meeting Thursday, March 19 at 2:00 pm is optional. Meeting access information is included in the Invitation for Bid. Bids are required to include a five percent (5%) bid guarantee in the form of a cashier’s check or a bid bond executed by a licensed bonding company. Please be advised that Lincoln County, being a municipal corporation is exempt from Federal excise tax.All work performed on this project will be subject to state prevailing wage rates and strong labor standards. Contractors are encouraged to commit to local hires for this project. Lincoln County hereby notifies all submitters that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated for or against on the grounds of race, color, sex, or national origin, in consideration for an award.
