INVITATION TO BIDNotice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through March 25, 2026, up to 1:00 p.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 1:00 p.m. for the City of Kent project named as follows:2026 Pavement PreservationProject Number: 26-3001.1The City Clerk will read the bids out loud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening to hear the bid results.The project consists of repair and rehabilitation of roadways in the city of Kent, which includes residential and business areas. The roadway repair work includes planning bituminous pavement, pavement repairs, asphalt overlay, curb ramps, curb, gutter and sidewalk repairs, cement concrete extruded curbs, speed cushions, raised crosswalks, adjusting utilities and other related work. There is also approximately 700 feet of storm pipe replacement.The project includes work in areas near Kent School District’s Daniel Elementary School. To minimize traffic impacts and school disruptions, work around this school shall begin after June 18, 2026, with completion by August 14, 2026.Additionally, pavement repair work on West Valley Highway shall be completed prior to July 10, 2026.The Engineer’s estimated range for this project is approximately $4,200,000 to $4,800,000. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Plans and specifications can also be downloaded at no charge athttps://www.kentwa.gov/pay-and-apply/bids-procurement-rfps. Copies of the WSDOT Standard Specifications are available for perusal only.Apprentice Utilization Requirements are mandatory for all public works estimated to cost one million dollars or more, in which case no less than 15% of the labor hours must be performed by apprentices. KCC 6.01.030.A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof.
