Fully Accessible ADA Boardwalk Extension and Fishing Pier – Rebid #2

Notice is hereby given that sealed bids will be received by the Mayor and Council of theCity of Long Branch for “Fully Accessible ADA Boardwalk Extension and Fishing Pier Rebid #2in the City of Long Branch, Monmouth County, New Jersey” at the Municipal Building SecondFloor Council Caucus Room, 344 Broadway, Long Branch, New Jersey at 1:30 p.m. prevailingtime on Tuesday, March 17, 2026, at which time they shall be opened and read aloud.Work shall consist of furnishing all labor, materials, services, equipment, transportation,and all else necessary to do all work associated with the construction of ADA accessible pier andboardwalk extension, shown on the plan, together with miscellaneous related work materials.The plans, specifications and other contract documents for the proposed work, prepared byLeon S. Avakian, Inc., Consulting Engineers, 788 Wayside Road, Neptune, NJ may be examinedat the office of the Engineer during business hours. Bidders may obtain one copy thereof uponproper notice and payment of a non-refundable charge of $150.00 to defray the cost thereof.Checks shall be written to the order of Leon S. Avakian, Inc. for each set of documents.Bids must be made on the standard proposal form in a manner designated therein andrequired by the specifications. They shall be enclosed in an opaque sealed envelope addressed tothe Mayor and Council of the City of Long Branch, bearing on the outside the name of the bidder,his address and the name of the contract for which the bid is submitted. Bids must be accompaniedby a certificate from a surety company stating that it will provide the specified performance andmaintenance bonds in the event that the contract is awarded to the bidder.Each bid must be accompanied by a certified check, cashier's check, or bid bond for tenpercent of the amount of the bid, not to exceed $20,000, drawn upon an incorporated bank or trustcompany, payable to the City of Long Branch, as guarantee that in case the contract is awardedthe bidder, he will, within ten days thereafter execute such contract and furnish satisfactoryperformance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction ofliquidated damages, and the acceptance of the bid will be contingent upon fulfillment of thisrequirement by the bidder. The checks of all bidders will be returned according to law. No interestshall be allowed upon any such check.The right is reserved to reject any or all bids or waive any informality where suchinformality is not detrimental to the best interest of the City of Long Branch. The right is alsoreserved to increase or decrease the quantities specified in the manner designed in the specification.Bidders are required to comply with the requirements of P.L. 1975, c,127., N.J.A.C. 17:27(Affirmative Action), P.L. 1977, C-33 (Ownership Disclosure) and N.J.S.A.10:5-31et seq. theAmerican Disabilities Act, and the conditions of the Boardwalk Preservation Fund.The Contract shall be awarded, or all bids rejected, within sixty days from the receipt ofbids or within such extensions of time as permitted by law.The Mayor and Council reserve the right to reject any and all bids, or to waive informalityof any bid.Sujata SalianPurchasing Agent
