Section, Dieterich, IL 62424 until:11:00 a.m., (Daylight Savings Time) Thursday, April 2, 2026, andthen at said office publicly opened and read aloud.Any contract or contracts awarded under this invitation for bidsare expected to be funded in part by a loan from the IllinoisEnvironmental Protection Agency (Illinois EPA). Neither theState of Illinois nor any of its departments, agencies, oremployees is or will be a party to this invitation for bids or anyresulting contract. The procurement will be subject to regulationscontained in the Procedures for Issuing Loans from the PublicWater Supply Loan Program (35IAC Part 662), the Davis-BaconAct (40 USC 276a through 276a-5) as defined by the UnitedStates Department of Labor, the Employment of Illinois Workerson Public Works Act (30 ILCS 570), Illinois Works Jobs ProgramAct (30 ILCS 559/20-1), and the federal “Build America, BuyAmerica Act” requirements contained in the InfrastructureInvestment and Jobs Act, Pub. L. No. 117-58.This procurement is also subject to the loan recipients policyregarding the increased use of disadvantaged businessenterprises. The loan recipients policy requires all bidders toundertake specified affirmative efforts at least sixteen (16) daysprior to bid opening. The policy is contained in the specifications.Bidders are also required to comply with the PresidentsExecutive Order No. 11246, as amended. The requirements forbidders and contractors under this order are explained in 41 CFR60-4.The Contractors Commercial General Liability Insurance Policymust name the Village of Dieterich and Milano & GrunlohEngineers, LLC as a named insured.Work on this project is subject to the Illinois Substance AbusePrevention on Public Works Project Act as enacted by P.A. 95-0635.The CONTRACT DOCUMENTS may be examined at Milano &Grunloh Engineers, 114 W.
