REQUEST FOR PROPOSALSThe City of Aberdeen will receive sealed Bids which require a trade Contractor to provide thenecessary services to replace up to 3,600 LF of water main, including approximately 12 valves,3 hydrants, 81 complete water service laterals, 110,000 SF of asphalt and related work toremove/abandon existing water assets in the vicinity of Andrews Road and Bernice Terrace inAberdeen, Maryland. The project consists of four (4) sections labeled Exhibits 001-004. Anyinclusion, exclusion or combination of Exhibits awarded to the successful bidder is at thediscretion of the City and shall be awarded based on funds available.Specifications and Bid Forms are available electronically by signing up for updates on the Cityof Aberdeen website at https://www.aberdeenmd.gov/bids .All bids must be sealed and plainly marked “26-02 ABERDEEN HILLS WATERLINEIMPROVEMENTS" and be delivered to the City Office, 60 N. Parke St., Aberdeen, Maryland21001, no later than WEDNESDAY, OCTOBER 1, 2025, at 1:00 PM local time.No announcement of award, if any, will be made until the Bids have been evaluated by the City.Notice-of-Award, if any, will be given to the successful Bidder in writing. The City of Aberdeenreserves the right to reject any or all Bids and to make an award, if any, that in their opinion will best suit the needs of the City of Aberdeen.All Bids shall be submitted (typed or written in ink) on the enclosed Bid Forms. Bids made onany other than the enclosed Bid Form will not be considered. Changes in phraseology,attachments, additions or limiting provisions will render the Bid informal and may cause itsrejection.While cost is a contributing factor to be evaluated, the lowest bid may not be the basis foraward. Qualified bids shall be evaluated using the Bid Evaluation Matrix provided as part of the26-02 Bid Package.This contract shall be awarded, at the City’s discretion, to the bidder that best fulfills thefollowing qualifications. Qualified bids shall provide the following:- Summary of any previous contract experience working for the City ofAberdeen, whether it be utility related or not.  This summary shall beused to evaluate the product of prior projects executed by the Bidder onbehalf of the City.- Summary of previous contract experience specifically related to waterutility replacements. This summary shall be focused on relevant projectexperience qualifying the bidder to meet the requirements of 26-02Special Provisions.- Total Lump Sum Pricing for Exhibits 1 – 4 and Items as outlined below onthe 26-02 Bid Form.Any award to the successful bidder is at the discretion of the City and shall be awarded basedon funds available. If the successful Bidder shall fail to execute the contract within thirty (30)calendar days from Notice-Of-Award, the award may be annulled, and the contract awarded tothe second lowest responsible Bidder and such Bidder shall fulfill every stipulation embracedherein as if he were the original party to whom the award was made, or the City of Aberdeenmay reject any or all Bids as its interest may require.A pre-bid meeting is scheduled for WEDNESDAY, SEPTEMBER 10, 2025, at 1:00PM localtime,  at 60 North Parke Street, Aberdeen, Maryland. Bidders are expected to examine theInvitation to Bid, Specifications, and the Bid Form carefully. In case doubt shall arise as to themeaning or intent of anything in the Invitation to Bid, the Specifications or the Bid Form, inquiryshould be made to Shawn Brogan, Procurement Officer, at [email protected], nolater than SEPTEMBER 24, at 4:00PM local time. The pre-bid meeting is not mandatory.Bidders should take note of general provisions regarding Contract completion date, andLiquidated Damages. Also, the special provision regarding the cost for City inspection servicesfor other than normal work hours.A performance bond and a payment bond in the amount of 100% of the contract price andcertificate of insurance from the Bidder’s insurance carrier and a W-9 are required within ten(10) calendar days from the time of notice-of-award.A bid bond or a certified check in the amount of five (5%) percent of the Bid amount is requiredwith the submission of a Bid. As soon as the Bid prices have been compared, the Owner willreturn the bonds of all except the three (3) lowest responsible Bidders. The bonds of the tworemaining lowest responsible Bidders will be retained until the payment and performance bondshave been provided and approved and the Contract Agreement executed, after which the bidbonds will be returned.Shortly after the Bid is awarded, a pre-construction meeting will be held with the successfulBidder, at which point a Notice to Proceed, and schedule will be established.City of AberdeenDepartment of Public Works
