Natural Gas System - Design, Construction, Operation and Ownership Plan

The County is seeking proposals from qualified, experienced utility providers to design, construct, own, operate, and maintain a piped natural gas system that will deliver clean, reliable natural gas to industrial, commercial, and residential customers in Accomack County. The project entails installation of a 48.5-mile natural gas pipeline running along Route 13 (Lankford Highway) from the Maryland state line to the Town of Accomac, extending south of the Perdue Farms, Accomac Harvest Facility to ensure service to that facility. The County is prepared to provide up to $6.5 million to the selected proposer as reimbursement for eligible project expenses, including engineering, land acquisition, right-of-way permitting, planning, and other related costs required to make piped natural gas available in Accomack County. Once the County has reimbursed the selected proposer for qualified expenditures not exceeding $6.5 million, the selected provider will be responsible for the remainder of all other project costs, including without limitation, the purchase of pipeline and other necessary materials, the supply of equipment and labor, and the construction and installation of the natural gas system. The selected provider shall own and operate the natural gas system and will be responsible for all ongoing maintenance and repair of the completed natural gas system. The selected proposer shall be required to enter into a written contract with the County, which may be terminated for cause, such as non-appropriation or expenditure of funds for ineligible expenses. The selected proposer will be contractually required to repay Accomack County any and all funds it contributes to the project in the event the project is not completed or in the event such funds are expended on ineligible expenses.
