City of Selah - RFQ - Project Engineering Services - First Street Resurfacing (Yakima Ave to Fremont Ave)

The City of Selah is inviting Statements of Qualifications (SOQ) from firms interested in providing professional engineering for a Surface Transportation Block Grant (STBG) funded project: First Street Resurfacing (Yakima Ave to Fremont Ave).  The City will be selecting an engineering firm for design engineering, construction engineering, preparation of environmental documents, and preparation of permit applications for this project. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.Surface Transportation Block Grant (STBG) funded project: First Street Resurfacing (Yakima Ave to Fremont Ave): The project includes milling and HMA overlay of the section of First Street between Yakima Avenue and Fremont Avenue (0.25 miles), adjusting manhole lids and valves to match final roadway grade as well.  The total project cost for professional services and construction is approximately $714,012.  The project is anticipated to begin by March, 2026 with completion by December  31, 2026. It is anticipated the contract type will be cost plus fixed fee.There is 0% DBE goal assigned by WSDOT for this project.  Qualified disadvantaged, minority, and women-owned consultants are encouraged to respond. Selection criteria will include key personnel; firm experience; ability to meet schedule; familiarity with WSDOT/FHWA standards; LAG Manual and NEPA processes; in-house expertise; and past performance/references. Statement of Qualifications will be evaluated on a competitive basis using the above criteria.
