Roadway Weather Information System (RWIS)

The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement. There is an SDB Goal of 17% and a VBE Goal of 3% established for this procurement.Preproposal Conference with SDB and VBE Goal and PennDOT DB Participation Program Information Session. The Commonwealth has made significant changes to the SDB and VBE requirements, and failure to meet these requirements may result in your proposal being deemed nonresponsive. Therefore, the Issuing Office will hold an SDB and VBE Goal Information Session for this RFP which we highly recommend you attend. The purpose of this Session is to provide an overview of the RFP and SDB and VBE Participation submission instructions. There will also be an overview of the PennDOT DB program and requirements. Offerors may ask questions in accordance with Section 10, Questions and Answers contained in this Description Section. Offerors may also ask questions during the Session, however responses provided during the Session are not official until the question is submitted in writing using the Q&A Board in JAGGAER. Q&A Board questions and written responses shall become part of this RFP.This conference will take place virtually via Microsoft Teams on Monday, October 27, 2025, @ 1:30 p.m. EDT. An RSVP is due via email to Rhonda Dolen, rdolen@pa.gov, by Friday, October 24, 2025, @ 11:00 a.m. EDT. The link to the Microsoft Teams conference, and call-in phone number/code for those without Microsoft Teams access, will be provided after registration. Please see the SDB and VBE Goal Setting Information Session and the PennDOT Diverse Business Program Information Session contained in the RFP Buyer Attachments in the event you will not be able to use the link to join the call and must use the call-in phone number and code.The Selected Offeror will provide the labor, materials, and equipment for component replacement, new installations, maintenance and operation for a statewide Roadway Weather Information System (RWIS) that will provide consistent and accurate data to PennDOT, the Pennsylvania Turnpike (PTC), and the Federal Highway Administration (FHWA) via a web interface or data feed provided and managed by the Selected Offeror. The RWIS provides location, surface condition, and traffic data to support material choice and application rate decisions during weather events. RWIS stations provide transportation managers and maintenance crews with a key source of weather information for guiding operations before and during adverse weather events.THIS SOLICITATION MUST BE VIEWED ON JAGGAER.
