Description
The City of Port Townsend (City) is soliciting proposals from civil engineering consulting firms to providedesign- and construction- phase services for two multimodal improvements projects. The City willreceive proposals until October 15, 2025 at 5:00 pm. Responses delivered later will not be accepted.Project work includes: surveying, engineering design, permitting support, right-of-way acquisitionsupport (if needed), preparation of plans, specifications, estimates, and contract documents (PS&E),bidding support, engineering support during construction, and, potentially, construction management.The City of Port Townsend reserves the right to amend terms of this “Request for Proposals” (RFP) tocirculate various addenda, or to withdraw the RFP at any time, regardless of how much time and effortconsultants have spent on their responses.Summary of ProjectsProposals should address each project as described below:19th Street Active Transportation Safety Improvements –This project addresses a non-motorizedtransportation route gap by constructing approximately 1,300 feet of sidewalk on the southern side of19th Street between Landes Street and San Juan Avenue. Project components to be considered duringdesign include sidewalk, curb extensions, rectangular rapid flash beacons (RRFBs), buffered bike lanes,raised crosswalks, median islands, and Americans with Disabilities Act (ADA)-compliant curb ramps. TheCity has been selected to receive $763,000 in state funding from the Multimodal Transportation Account–State Appropriation. Preliminary Engineering (PE) funding has been obligated.SR20 (Bishop Canyon) Bike and Pedestrian Safety Project -This project will close a non-motorizedtransportation route gap by constructing approximately 800 feet of sidewalk on the southern side of SR20between Logan Street and Hancock Street. This segment of SR20 crosses a topographical feature knownas “Bishop Canyon”. Project components to be considered during design include lane width reduction,raised crosswalk, RRFBs, crossing markings, illumination including free-standing light standards andluminaires mounted to existing JPUD poles, curb ramps, buffered bike lane, replace gravity sewer main,and sidewalks. The City has been selected to receive $1,234,000 in state funding from the Pedestrian &Bicycle Safety Program utilizing Climate Commitment Act (CCA) funds (see award letter and projectsummary under separate cover). It is anticipated that funding for the PE phase will be obligated in October2025.Each project will be stand-alone and contracted separately; projects may be awarded to a singleconsultant team or multiple teams.
