Request for Proposals for Internal Control System and Related Services

TheTexas Department of Licensing and Regulation is issuing this Request forProposals (RFP) to solicit proposals from interested vendors to develop,implement, and support an Internal Control System (ICS) for the Lottery GamingSystem. The Internal Control System will independently process lotterytransactions, including, but not limited to, daily sales,validation,inventory, claims, retailer management and accounting activity, for auditing,balancing, and reporting purposes.The Texas Department of Licensingand Regulation currently contracts with Brightstar Global Solutions Corporation(the Lottery Operator) for lottery operations and services. The LotteryOperator provides a Lottery Gaming System that supports real-time processing ofall sales, validation, management, and inventory transactions. The InternalControl System shall provide independent verification of all lotterytransactions.Proposersshould refer to the Schedule of Events contained in the RFP for importantfiling deadlines. Proposals shall be submitted in accordance with Section 1.5. Priorto submitting a response to this RFP, Proposers are advised to re-check thisposting for any possible additional information or amendments.The Texas Department of Licensing andRegulation is a part of the Executive Branch of Texas State Government. TheTexas Department of Licensing and Regulation will not relinquish control overlottery operations. The Successful Proposer shall function under thesupervision of the Texas Department of Licensing and Regulation. Its operationswill be subject to the same scrutiny and oversight that would apply if alloperations were performed by Texas Department of Licensing and Regulationemployees. Accordingly, all operations shall be conducted in adherence toapplicable statutes and the highest ethical standards.ThisRFP and all activities leading toward the execution of a written contract underthis RFP are being conducted in accordance with the State Lottery Act (Tex.Gov't Code ch. 466), as amended; the Texas Lottery's administrative regulations(16 TAC ch. 140); and other applicable laws of the State of Texas. AllProposers should read and be familiar with the State Lottery Act and 16 TAC §§140.101–103
