Design Services – Heights Streetscape Implementation

NOTICE IS HEREBY GIVEN that the Hood River Urban Renewal Agency, Oregon (Agency or HRURA) is requesting proposals from qualified firms or consultant teams to provide Design Services for the implementation of the Heights Streetscape Plan. The plan sets forth a long-term vision to create a safer, more livable, and people-oriented streetscape that reflects the diverse identity of the Heights district and supports its future growth. The objective of this RFP is to provide the Agency with Design Services for the first three (3) implementation projects including additional curb ramps of the Heights Streetscape Plan. The Agency is conducting a formal selection process as outlined in Oregon Revised Statute (ORS) 279C.110 including 279C.110(5).All proposals must be submitted by email to Dan Naughton, Heights Streetscape Owner’s Representative, at dnaughton@sojpdx.com by 3:30 PM on 3/4/2026. The Agency will not consider any proposal received after the stated date and time, that is incomplete, and/or that is not submitted in the proper manner and format indicated in the RFP.
