Description

PANAMA CITY BEACH –FIRENZO AVENUE OVERFLOW PARKING LOT IMPROVEMENTS PCB26-11 BID PACKAGECONSTRUCTION PLANSADDENDUM NO. 1ADDENDUM NO. 2UPDATED CONSTRUCTION PLANS This project includes the reconstruction of the Firenzo Parking Lot. The project consists of the removal of the existing building and parking lot, reconstruction of asphalt parking lot, stormwater management facility, landscaping, irrigation, and fencing. Included is the integration of electronic locks and gates into existing City IT infrastructure. The Contractor shall provide all materials, equipment, and labor to complete the project. A mandatory Pre-Bid meeting will be heldSeptember 15, 2025, at 10:00 AM CDT,in the Panama City Beach Council Chambers, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413). A virtual participation option will not be offered. A site visit to the parking lot shall immediately follow. BIDS must be received by City of Panama City Beach (herein called the "OWNER"), at City of Panama City Beach, City Hall 17007 Panama City Beach Parkway, Panama City Beach, FL. 32413 no later than9:00 AM CDT, October 8, 2025,then opened and read publicly promptly thereafter. Bid Documents may be downloaded online atwww.demandstar.comand onthe City’s website at  https://www.pcbfl.gov/about-us/rfp-posts-liststarting onSeptember 5, 2025. Each BID must be submitted electronically through DemandStar, mailed or hand-delivered to City Hall in a sealed envelope addressed to City of Panama City Beach, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413.  Each sealed envelope containing a BID must be plainly marked on the outside as “SEALED BID PCB25-31 ITB FIRENZO AVENUE OVERFLOW PARKING LOT IMPROVEMENTS”. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach (“City”) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 45 days after opening. All bidders shall be Florida Department of Transportation Pre-Qualified and must provide proof of pre-qualification prior to Notice of Award.  Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. All bidders shall be certified in the following FDOT work classes: 1.         Asphalt 2.         Concrete 3.         Grading 4.         Grassing, Seeding, Sodding, Landscape Irrigation 5.         Fencing, Gates, IT infrastructure 6.         Stormwater Chambers, Inlets, and Storm Pipe 7.         Building Removal (Asbestos Abatement) Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. BIDDERS must submit all questions, if any, in writing at least ten (10) days prior to the BID date. If necessary, questions will be answered as ADDENDA and will be issued to the Contract Documents and posted on the City’s website. It is the sole responsibility of the bidder to determine if any addenda have been issued.  The due date for questions will be by12:00 PM CDT, Noon on September 25, 2025. Any and all questions regarding the Bidding documents shall be directed to City of Panama City Beach Purchasing Manager:Carrie Jagers, via email: Purchasing@pcbfl.gov.Contact with any other City official or City employees for the purpose of inquiries regarding this bid or the meaning or interpretation of these specifications shall be grounds for disqualification. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
