Box 248, Malden, WA 99149, until 1:01:00 P.M., P.S.T., of the bid opening date.  Notification by the Post Office will be considered as actual receipt of the bid by the Town of Malden.In the office of Clerk-Treasurer, Town Hall, Town of Malden at the Town Hall, W 204 Moreland, Malden, Washington, until 1:01:00 P.M, P.S.T., of the bid opening date.  Bids delivered in person will be received only at the office of Clerk/Treasurer.The bid opening date for this project shall be Thursday, December 18, 2025.  The bids will be publicly opened and read after 1:01:00 P.M. on this date.Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL.Availability of Bidding Documents:Bidders may obtain project documents at the TD&H Engineering online plan room atwww.tdhplanroom.com.  Bidders may download digital documents at no cost and obtain printed documents, at Bidders Expense, by choosing the “Order” option. Posted on this plan room under the “Plan Holders” tab is an official list of locations where documents may be examined. Any questions regarding this plan room, shall be directed to plan room administration at 509-624-2985 orprint@standardprintworks.com. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.The Issuing Office for the Bidding Documents: TD&H Engineering, 303 E. 2nd Avenue, Spokane, WA 99202. Prospective bidders shall make all requests for clarifications to Marissa Siemens, TD&H Engineering, in writing tomarissa.siemens@tdhengineering.com.  No verbal clarifications will be made.Brief description of work:This project concludes the Town of Malden’s muti-phased water system improvements. This phase of the project consists of supplying and installing a well pump and associated piping for Well 03 which was drilled in 2023; constructing a CMU block wellhouse; providing power, communications, and controls for Well 03; upgrading the communications and controls for the existing Well 02; furnishing and installing an emergency generator for Well 03; and installing 6” water transmission main to connect the well to the transmission main installed in 2022; and completing surface restoration (gravel and hydroseed).Bid Additive 1 consists of construction of approximately 2,600 linear feet of 8-inch water main, 3 fire hydrants, 1 sampling station, 1 pressure reducing valve station, and completing surface restoration (gravel and hydroseed). Bid Additive 2 consists of construction of approximately 740 linear feet of 8-inch water main, 1 fire hydrant, and 1 pressure reducing valve station, and completing surface restoration (gravel and hydroseed).Bid security:A certified or bank cashier’s check in the amount of five percent (5%) of the bid amount, payable to the Town of Malden, or bid bond executed by a licensed bonding company is required with each bid, subject to the conditions provided for in the bid procedures and conditions.  No bidder may withdraw a bid within thirty (30) days after the actual date of the opening thereof.Rejection of bids:The Town shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.The Town of Malden is an Equal Opportunity Employer.  Small, Minority- and Women-owned firms are encouraged to submit bids.  All work performed on this project will be subject to state prevailing wage rates.This project is funded through Washington State Public Works Board Program with state funds. PWB requirements and provisions must be met by general contractors and all subcontractors.  All contractors and subcontractors must be licensed to conduct business in Washington State.
