REQUEST FOR BIDSCITY OF BELFASTAUTOMATIC CHEST COMPRESSION SYSTEMSAND RELATED EQUIPMENT AND SUPPLIESFEDERAL EMERGENCY MANAGEMENT AGENCY ASSISTANCE TO FIREFIGHTERS GRANT PROGRAMAWARD EMW-2024-FG-05171SUBMISSION DEADLINE: 3:00PM LOCAL TIME, TUESDAY, DECEMBER 30, 20251. INTRODUCTION:The City of Belfast has been awarded funding through the Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) Program (award EMW-2024-FG-05171), to purchase items to protect the health and safety of the public and firefighting personnel against fire and fire-related hazards. At this time the City of Belfast requests bids from qualified vendors to supply automatic chest compression systems, and related equipment and supplies, which are further specified below.2. ITEMS FOR WHICH BIDS ARE REQUESTED:The specific types and quantities of items for which the City of Belfast is requesting bids is the following:3 LUCAS 3, version 3.1 automatic chest compression systems (or equivalent)3 hard shell cases (1 for each automatic chest compression system)3 slim back plates (1 for each automatic chest compression system)6 patient straps (2 for each automatic chest compression system)3 stabilization straps (1 for each automatic chest compression system)15 disposable suction cups (5 for each automatic chest compression system)3 desktop battery chargers (1 for each automatic chest compression system)3 external power supplies (1 for each automatic chest compression system)6 rechargeable batteries (2 for each automatic chest compression system)3 sets of instructions (1 for each automatic chest compression system)3 4-year service plans (which includes/covers parts, labor, travel, preventative maintenance, and battery servicing) (1 for each automatic chest compression system)taxes for all above itemsfees for all above itemsshipping for all above items3. BID SUBMISSION REQUIREMENTS AND DEADLINE:Vendors who wish to have their bids considered must follow these submission requirements:3.1. the vendor will submit their bid using the included bid form, placed in a sealed envelope marked ‘City of Belfast - Automatic Chest Compression Systems’ on its front.3.2. the vendor’s representative will provide a signature to both certify their bid, and to also certify that they will comply with all relevant agreement articles of the FEMA AFG award, in particular Agreement Article 13, Debarment and Suspension (Recipients must comply with the non-procurement debarment and suspension regulations implementing Executive Orders (E.O.) 12549 and 12689 set forth at 2 C.F.R. Part 180 as implemented by DHS at 2 C.F.R. Part 3000. These regulations prohibit recipients from entering into covered transactions (such as subawards and contracts) with certain parties that are debarred, suspended, or otherwise excluded from or ineligible for participation in federal assistance programs or activities.). (A list of all of the FEMA AFG agreement articles and their descriptions can be found under the ‘Related Documents’ section of this request for bids, where it can be viewed and/or downloaded.)3.3. the vendor will see that their bid is delivered, either in person or via a mail service, to the following address:City of BelfastAttn: City Clerk131 Church StreetBelfast, Maine 049153.4. the vendor will see that their bid is delivered no later than 3:00pm local time on Tuesday, December 30, 2025. Please note that 131 Church Street, Belfast (Belfast City Hall) is open only Monday through Thursday, from 7:00am to 6:00pm, and cannot accept/receive deliveries in person or via a mail service outside of those days and times.3.5. all submissions will become the property of the City of Belfast and no materials will be returned. The City of Belfast reserves the right to accept or reject any or all bids, to investigate the qualifications of any bidder, and to waive or not waive any and all defects or informalities in any bid, should it be in the best interest of the City of Belfast to do so. The City of Belfast may elect to choose a vendor other than the one that has submitted the lowest bid, should it be most advantageous to the City of Belfast to do so. The City of Belfast is not liable for any costs incurred by vendors prior to the awarding of a bid, including any costs incurred in responding to this request. It is expressly understood and agreed that the submission of a bid does not require or obligate the City of Belfast to award a bid to any vendor.4. BID OPENING AND AWARD:The opening of bids shall take place momentarily after the above bid submission deadline, in Conference Room A of Belfast City Hall, located at 131 Church Street, Belfast, Maine. The bid opening shall be open to the public and vendors and their representatives are welcome to attend and observe. Final authority to award a bid to a vendor and to execute a contract with that vendor rests exclusively with the Belfast City Council, which will likely occur at their first regularly scheduled meeting subsequent to the bid submission deadline, which would be held on the evening of Tuesday, January 6, 2026.5.
