Skamania County (COUNTY) is seeking qualifications from consulting firms with expertise in structural engineering to perform bridge inspections on nonredundant steel tension members, complex, yearly routine inspection frequency, scour critical and other bridge structures as needed.Planning (PL) / Preliminary Engineering (PE):

Contract TypeThe contract type is Local Agency Professional Service Negotiated Hourly Rate Consultant Agreement.
DBE ParticipationThere is no DBE goal established for this project. A voluntary 10% SBE is included in the project.
Consultant Qualification RequirementsThe COUNTY solicits interest from consulting firms with expertise in structural engineering, bridge inspections and load ratings. The consulting firm and their subconsultants are active in the System of Award Management(Sam.gov). Additionally, the COUNTY is seeking a firm with experience and knowledge with federally funded projects and NBI bridges that are nonredundant steel tension members, complex, have yearly routine inspection frequency, weight restricted or are scour critical.

Consultant SubmittalsThe consultant will provide 4 copies of the qualification packages, no more than 15 pages, double-sided including resumes, examples of work, and proposals to perform the work. The qualifications submittals shall include at least:

Consultant EvaluationsQualification submittals shall be provided with no cost estimates for consulting work. If a cost estimate isprovided, it shall be in a sealed envelope. If a submittal includes a cost estimate that is not in a sealed envelope,the submittal will be rejected and not considered. Qualification Consultant Criteria:
1) Qualification of Proposed Project Manager, 10%
2) Qualifications / Expertise of Firm & Subconsultants (WSDOT Bridge Inspectors Certificates, NSTM Certificates, UBIT Services, Professional Structural Engineer in the State of Washington, Load Rater, High Angle Entry techniques, Traffic Control Services), 30%
3) Ability to meet schedule, 20%
4) Approach to plan, 15%
5) Familiarity with WSDOT, FHWA, WSBIM (Bridgeworks) and county standards, 15%
6) Past Performance / References, 5%
7) Approach to meet the voluntary SBE goal (voluntary SBE Participation Plan), 5%
After the COUNTY reviews the submittals, consultant firms will be short-listed and invited to an electronic interview. The interview score will be based on the team’s ability to demonstrate their combined experience, capabilities, and approach to completing the project. Final selection from the short-listed firms shall be made based upon combined results of the submittal and the electronic interview scoring.
