Comprehensive Plan Update Services (RFP)

The City would like to review and improve strategies for implementation of the Comprehensive Plan and ensure that its goals and policies continue to align with the community. In addition, the City would like to increase the threshold for completing a mandatory Environmental Assessment Worksheet (the "EAW") for residential development. The Consultant shall be responsible for writing the Comprehensive Plan update, as well as providing guidance to the City on submitting a certification to the EQB chair that the City has adopted a comprehensive plan containing the necessary elements to increase the residential development threshold before triggering a mandatory EAW. Prices and terms of the proposal as stated must be valid until May 29, 2026, and for the length of any resulting contract. This solicitation has some or all Local funding, additional requirements may apply.
