The PORT OF PORT TOWNSEND is currently accepting sealed bids for construction of the following:Port of Port Townsend Contract No.: PH-01-022Washington State Historical Society Contract #27-18Washington State Department of Commerce Brownfields Revolving Loan Fund (BRLF)Contract No. 26-64213-002Point Hudson Roof Replacement and Asbestos Abatement ProjectThe work required for this project includes the work as indicated in these Contract Documents. The work required for this project includes:Replacement of existing original roofing for the Point Hudson Historic Quarantine Facility Buildings (North and East side of the Point Hudson Marina harbor (Medical Officer-in-Charge Quarters, Duplex Building, Cupola Building (Including Annex), Hospital Building, Main Building, Nurse’s Quarters and Marina Office, as described generally below:Removal and disposal of approximately 28,500 square feet of existing Transite (Asbestos) Tile ShinglesRemoval and disposal of approximately 4,350 square feet of existing asphalt composition roofing and building paper and 2,000 square feet of existing standing seam metal roofingInstallation of approximately 37,050 square feet of 15/32” CDX plywood sheathing.Installation of approximately 36,300 square feet of self-adhering high-temperature weatherproof membraneInstallation of new flashing at valleys, ridges, hips, chimneys and other penetrations compatible with new roof system.Installation of approximately 36,300 square feet of new aluminum standing seam metal roofingApplication of preservative coating system for approximately 5,060 square feet of existing copper roof featuresTraffic control and overhead protection of pedestrian walkways and building entrances during constructionHand deliver bids to the front desk receptionist at the Port Administration Office, 2701 Jefferson St, Port Townsend, Washington by 10:00 a.m. on February 27, 2026. Hand delivered bids shall be sealed in an envelope, with a return address on it, and plainly marked in the lower left-hand corner “SEALED BID FOR Point Hudson Roof Replacement and Asbestos Abatement”.Prospective bidders are invited to attend a non-mandatory pre-bid conference/site visit on either February 10, 2026 at 10:30 am PST or February 12, 2026 at 1:30 pm at the Pavilion Building (355 Hudson Street, Port Townsend, WA 98368) as stipulated in the advertisement for bids. The pre-bid conference/site visits are meant to provide time for prospective bidders to inspect conditions not normally visible from the street for selected buildings (e.g. attic and selected roof conditions). Point Hudson Marina and RV Park is open year-round for prospective bidders to observe building conditions from the ground or street level. Prospective bidders may elect to attend none or both sessions if desired. There will be no virtual or call-in meeting options for either pre-bid session.The Engineer’s Estimate for the Point Hudson Roof Replacement and Asbestos Abatement project is $1.850 M - $2.150 M.Each bid must be accompanied by a Bid Guaranty, either a Certified Check or Bid Bond in an amount equal to five (5) percent of the Bid.This project includes an apprentice utilization requirement of 15% and contains a monetary incentive for contractors who meet the requirement and a penalty for those who fail to demonstrate a good faith effort.Disadvantaged, Minority, and Women’s Business Enterprises are encouraged to respond. The Port of Port Townsend does not discriminate on the grounds of race, color, religion, national origin, sex, age or handicap in consideration for a project award.This project is funded in part by the State of Washington Heritage Capital Projects program with the Washington State Historical Society as administrator. This project is also supported by the EPA Brownfield Revolving Loan Fund, specifically for the abatement of hazardous materials (asbestos). Loan funds are administered by the BRLF Program, Washington State Department of Commerce.
