JPWRP & SWRP Fiber Optic Backbone Upgrade and Replacement

1.2 Project Overview: Columbus Water & Power (CWP, formerly Department of Public Utilities), Division of Water Reclamation (DWR, formerly Division of Sewerage & Drainage) has identified a need for design development for the Jackson Pike Water Reclamation Plant (JPWRP) and Southerly Water Reclamation Plant (SWRP) Fiber Optic Backbone Upgrade and Replacement. The current fiber optic cabling at JPWRP and SWRP are nearing the end of their useful life and require intervention and replacement. The fiber optic loops at each facility serve as the high-speed communication networks which enable transmission of various data types, including SCADA (Supervisory Control and Data Acquisition), video surveillance, and access control. The current network topography at each of the facilities is a combination of the ring and star topologies, spanning across the 68 MGD and 114 MGD plants. The existing network’s major components include single and multi-mode fiber optic cabling, core and remote network switches. This project will evaluate the existing fiber optic loop to determine its capacity to support additional security and optimization technologies, and to enhance the performance of both Jackson Pike and Southerly WRP's core fiber optic network. The City intends to award two separate contracts for Design Services to one consultant which will result in one contract for each plant. This contract will award Preliminary Design services for the involved facilities. Future contracts modifications will be prepared for Detailed Design Services and Engineering Services During Construction. The City reserves the right to award contracts to two separate consultants or both contracts to one consultant if the City determines it is in its best interest to do so
