Vendors not registered in WEBS will not receive updates or amendments to the solicitation, which may put them at a disadvantage.Estimated Schedule of Procurement ActivitiesIssue Request for Qualifications - September 29, 2025Pre-Bid Conference - October 6, 2025 – 2:00 p.m. PSTLetter of Intent Due - October 8, 2025 – 5:00 p.m. PSTBidder Questions Due - October 13, 2025 – 5:00 p.m. PSTHCA Answers Posted* - October 20, 2025Complaints Due (if applicable) - October 27, 2025Bids Due - November 3, 2025 – 5:00 p.m. PSTEvaluate Bids* - October 4, 2025 – November 20, 2025Announce “Apparent Successful Bidder” via WEBS* - November 25, 2025Debrief Request Deadline (3 Business Days after the ASB announcement) - December 2, 2025Negotiate Contract* - December 2025Begin Contract Work* - January 1, 2026Purpose and ObjectivesThe Washington State Health Care Authority, hereafter called “HCA,” is initiating this Request for Qualifications (RFQ) to solicit Bids from firms interested in participating on a project to provide a Psychiatrist/Quality Assurance Clinician for the Preadmission Screening and Resident Review (PASRR) Screening Program and Evaluation of nursing facility applicants and residents, referred by hospital staff, primary care physicians, DSHS Community Nurse Consultants and social workers in compliance with 42 CFR 483, the HCA PASRR Program Manual, Public Law 100-203, The Omnibus Budget Reconciliation Act of 1987 and the Washington Medicaid (Title XIX) State Plan.PASRR ensures that residents transition to the most supportive, and least restrictive environment while providing specific recommendations for facilities to incorporate into the resident’s care plan.PASRR prioritizes identification and delivery of critical services to the most vulnerable, while prioritizing continuous quality improvement to ensure PASRR remains person-centered, and verifies the uniform PASRR implementation across the state.Our objective in PASRR is to Initiate, Evaluate & Incorporate person-centered practices and identify strategies to better integrate supportive community & state-provided services; assisting each patient in their journey from a hospital to a Medicaid certified nursing facility.HCA intends to award multiple contract(s) to provide the services described in this RFQ.Minimum QualificationsThe following are the minimum qualifications for Bidders:A. Licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Bidder.B. Maintain an active license with the State of Washington as a Licensed Independent Clinical Social Worker (LICSW) for the duration of the Contract.C. Experience with providing clinical feedback, supervision, and/or communicating constructive criticism based on standardized performance criteria.D. Knowledgeable of typical treatment protocols for common behavioral health conditions that impact geriatric patients while in a skilled nursing facility.E. Capable of professional written communication, discussing areas needed for improvement as well as identifying each evaluator’s strengths.F. Minimum of four (4) years of experience in clinical work focusing on geriatric patients.G.
