Page County will be accepting Proposals for Phase 1 Overfill Grading and related infrastructure at the Battle Creek Landfill. The work includes, but is not limited to, the following: Proposal Documents, consisting of Proposal Instructions, Proposal Forms, Contract Documents, Specifications, and Drawings, will be made available for review beginning August 20, 2025. To receive the proposal documents, please contact Michael Hofmeister atFor security reasons, you must enable JavaScript to view this E-mail address..A copy of the proposal documents will be available for review at the landfill office (219 Landfill Drive, Luray, VA 22835). AmandatoryPre-Proposal conference will be held on August 27, 2025, at 1:00 p.m., at the landfill office located at 219 Landfill Drive, Luray, VA 22835. All questions concerning the Request for Proposal and the Scope of Work should be submitted before September 12, 2025, at 5:00 p.m. to Michael Hofmeister atFor security reasons, you must enable JavaScript to view this E-mail address..Questions will be addressed by an addendum no later than September 17, 2025. Sealed proposals will be due no later than September 26, 2025, at 2:00 p.m. In accordance with Virginia Code § 2.2-4342, proposals submitted in response to this Request for Proposals are not subject to public opening. Proposals will remain confidential during the evaluation and negotiation phases, and will only be available for public inspection after the conclusion of negotiations and award of the Contract, except for those portions properly marked as proprietary. Proposals may be submitted by one of the following: The successful Offeror shall be a Licensed Contractor with a Responsible Land Disturber certification (RLD), who is familiar with the particular requirements of grading and constructing landfill soil cover systems, and with grading and stabilization practices. AGC form 220 will be used to evaluate the offeror’s experience record. The Offeror shall demonstrate experience with at least five (5) projects of similar scope and size completed successfully within the last five (5) years. Experience construction projects in landfill settings is preferred. The County will evaluate the proposals using weighted criteria, as described by Section 00100, Instructions to Offerors, Article 14 - Basis of Offer; Evaluation of Proposals, but reserves the right to reject any or all offers and proposals, and to waive informalities in offers and proposals. Award will be made in the best interest of Page County.
