Description

The City of Republic is requesting a consultant or consulting firm to produce the following items as they relate to the development of a comprehensive Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan 1) Create a final document that serves as the City’s ADA Self-Evaluation and Transition Plan as required by Title II of the Americans with Disabilities Act including associated coordination, data collection, and field work. The self-evaluation shall address services, programs, and activities; policies and procedures; facility access; public rights-of-way; and communications, consistent with 28 C.F.R. § 35.105. 2) Create map files (kmz, shp, or similar) for long-term tracking of ADA improvements in the City’s GIS system including discrepancies, identified, issues, and recommended solutions. Deliverables must include GIS feature classes (or shapefiles) with standardized attribute fields (e.g., asset type, location, photos, condition, barrier code, ADA/PROWAG compliance elements, priority score, estimated cost), metadata, and photo link fields; all data must be City-owned and license-free. 3) Develop cost estimates for identified ADA improvements. Provide unit-cost libraries and planning-level cost ranges suitable for capital budgeting (Class 5/4), including assumptions and sources. 4) Assist City with priority ranking evaluation for the improvements. Prioritization must consider program access, proximity to transit/schools/civic facilities, requests/complaints, geographic equity, severity of barriers, and construction sequencing. Provide a transparent scoring methodology and a 1-, 3-, and 5-year implementation horizon. 5) Host two (2) community listening sessions and incorporate feedback from into the ADA Transition Plan as appropriate. Meetings must be accessible (location/format), include language access upon request, and provide reasonable accommodations (e.g., CART, large print). Prepare agendas, sign-in sheets (with Title VI voluntary demographic survey), comment summaries, and responses to input. 6) The project is funded by a Fiscal Year 2024 Safe Streets and Roads for All (SS4A) grant funding from the Federal Highway Administration. Invoices submitted for payment must comply with 2 CFR Part 200 Uniform Administrative Requirements. The cost detail shall include a detailed breakout of all costs incurred, including labor, indirect costs, other direct costs, travel, etc., and the Recipient shall identify the Federal share and the Recipient’s share of costs. Costs must be allowable, reasonable, and allocable per 2 C.F.R. Part 200 Subpart E; if applicable, use a federally negotiated indirect cost rate (NICRA) or a de minimis 10% MTDC. 7) Web and Communications Accessibility. Evaluate City websites, documents, and public communications for accessibility against WCAG 2.1 AA (or successor), and provide remediation recommendations and a prioritized action plan consistent with DOJ Title II requirements. 8) Grievance Procedure & Policies. Review and recommend updates to the City’s ADA Title II coordinator designation, grievance procedure, notice of rights, service animal policy, effective communication policy, and reasonable modification policy. 9) PROW/Curb Ramp Inventory. Conduct a representative inventory of priority corridors and facilities, identify non-compliant curb ramps/sidewalk barriers, and recommend a curb-ramp transition program. Use PROWAG as technical reference (where applicable). 10) Training. Provide up to two (2) staff trainings on ADA Title II obligations, PROW assessment protocols, and use/maintenance of the GIS data. 11) SS4A Performance & reporting Support. Assist the City in compiling baseline/annual performance metrics and in preparing quarterly progress and financial updates required by SS4A, and furnish content for the final SS4A report. 12) Drafting & Adoption Support. Provide a public-facing draft plan, redline revisions after staff/public review, and a final plan suitable for adoption by Council, including presentation materials. 13) Regional Coordination. Consultant shall coordinate with the Ozarks Transportation Organization and Greene County to align priorities with regional safety and accessibility planning, consistent with the City’s Resolution No. 24-R-53. 14) Ownership of Deliverables. All GIS data, databases, maps, reports, and other deliverables shall be the property of the City of Republic. Consultant may not assert proprietary rights or restrict City use
