32026-00081 Adult Education and Literacy (AEL) Core Provider Section 231 Limited Counties – Panhandle and Deep East Texas Workforce Development Areas (WDAs)

Through this Grant Award, Grantees will enhance the Texas workforce system by delivering services which will assist: a) adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency b) adults who are parents or family members to obtain the education and skills that are necessary to becoming full partners in the educational development of their children, and lead to sustainable improvements in the economic opportunities for their family c) adults in attaining a secondary school diploma and in the transition to postsecondary education and training, including through Career Pathways and d) immigrants and other individuals who are English Language Learners (ELL) in: (1) improving their reading, writing, speaking and comprehension skills in English, and their mathematical skills and (2) acquiring an understanding of the American system of government, individual freedom, and the responsibilities of citizenship. Eligible Applicants under this RFA are legal, Texas organizations that have demonstrated effectiveness in providing adult education and literacy activities (34 C.F.R. § 463.23(a)–(j)). These organizations may include, but are not limited to, a: a) Local Educational Agency b) Community-Based Organization or Faith-Based Organization c) Volunteer Literacy Organization d) Institution of Higher Education e) Public or Private Nonprofit Agency f) Library g) Public housing authority h) Nonprofit institution not described in this section and can provide adult education and literacy activities to eligible individuals (nonprofits must submit documentation of nonprofit status) i) Consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described above in this section (if applicable, Consortium members must submit nonprofit documentation) or j) partnership between an employer and an entity described in any of paragraphs (a) through (i) of 34 C.F.R. § 463.23
