Industrial Paper Products

PURPOSETo ensure compliance with federal, state, and local procurement regulations, Birdville Independent School District (BISD) is soliciting competitive sealed proposals for the supply of industrial paper products. These products will be purchased through BISD Distribution Center for distribution to campuses and departments districtwide. The estimated annual contract value is $280,060.91, based on 2024–2025 expenditures. Quantities listed in the line items are estimates based on the District’s ordering patterns during the 2024–2025 school year.SCOPE OF WORKThe contract is divided into two packages and one line item: (1) toilet paper and dispensers, (2) paper towels and dispensers, and (3) c-fold paper towel sheets. Birdville Independent School District (BISD) reserves the right to award the contract to a single vendor for all packages, to separate vendors for individual packages, or for the single line item, whichever is determined to be most advantageous to the District.As this solicitation is based on products currently in use throughout the District, proposals offering alternate systems, substitutions, or products requiring installation will be deemed non-responsive and excluded from consideration. However, alternate brands or products may be submitted only for the C-Fold paper towel line item. Alternates will not be accepted for the toilet paper or paper towel packages. BISD does not guarantee any minimum or maximum purchase quantities under this contract. Actual order volumes may vary depending on District needs, available funding, and operational requirements. CONTRACT TERM AND RENEWALSThis proposal shall be effective from February 1, 2026 through January 31, 2027. The District and Proposer may, upon mutual consent, extend the contract for two (2) additional one-year periods (not to exceed a total of 3 years) upon written request of the Proposer presented no later than forty-five (45) days prior to the expiration of the contract. The rates can be adjusted upward or downward based on the price change specifications on the anniversary date if agreeable to the district. If agreement cannot be reached, the contract is terminated at the end of the current contract period. An additional ninety (90) day transitional period shall be added to the end of the contractual agreement if desired by the district. The contractual prices, terms and conditions shall remain in force during the transitional period. PROPOSAL SUBMISSIONLate proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
