Description

The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish contracts through competitive negotiations for the procurement of a full range of training, technical assistance, public awareness, and community coordination services from state or tribal domestic violence coalitions with a demonstrated history of supporting domestic violence service providers in New Mexico, including: 1. Provide education, support, and technical assistance to intimate partner violence/ domestic violence survivor service providers and advocates in New Mexico, including providers and advocates that serve Tribal communities, to maintain shelter and supportive services for survivors of intimate partner violence/ domestic violence and their dependents and improve their overall functioning in the areas of safety, permanency/stability, and well-being. 2. Provide education, support, and technical assistance to intimate partner violence/ domestic violence offender treatment and intervention (DVOTI) programs in New Mexico, including programs that focus on Tribal communities, so that adult offenders of domestic violence learn how their behavior affected their partner, children, and other family members take responsibility for behavior and actions and gain skills, information, and knowledge to avoid future abusive behavior. 3. Educate advocates and trainers on the dynamics of domestic violence from the perspective of Native American victims/survivors, child witnesses, and perpetrators. 4. Increase public awareness about and prevention of intimate partner violence/domestic violence. 5. Increase the capacity of providers to deliver quality shelter and supportive services for survivors of intimate partner violence /domestic violence and their dependents. 6. Provide support, training, and technical assistance to survivor service providers contracted by the Children, Youth and Families Department (CYFD) to implement the Children’s Capacity Building Project (CCBP) to strengthen their capacity to meet the needs of children exposed to family violence, intimate partner violence, domestic violence, or dating violence. 7. Improve the response to and prevention of intimate partner violence/ domestic violence within localities and jurisdictions in New Mexico. Specifically, increase the safety of intimate partner violence/ domestic violence survivors and their dependents, hold intimate partner violence/ domestic violence perpetrators accountable, and enhance the effectiveness and satisfaction of professionals within stakeholder agencies. 8. Encourage stakeholders and service providers to plan toward an integrated service delivery approach that meets the needs of all intimate partner violence/ domestic violence survivors and their dependents, including those in underserved communities. This RFP utilizes funding from the State of New Mexico and will result in a three-year cost-reimbursement contract. Preference will be given to agencies serving families and individuals in underserved areas, including families from Nations, Pueblos and Tribes. Preference will be given to agencies who do not currently hold a contract to provide the same or similar services through CYFD
