The County of Maui, Department of Finance, is soliciting proposals (RFP 25-26/P-77) for a comprehensive review and strategic planning of the County's Human Resources framework and functions. The project also includes updating the Department of Personnel Service's Administrative Rules, Civil Service Policies, and Procedures. The primary purpose of this RFP is to engage a qualified contractor to assess and modernize the County's HR operations, ensuring alignment with current best practices and legal requirements. Key requirements include, but are not limited to: a thorough review of existing HR structures, policies, and procedures; development of a strategic plan to improve HR effectiveness; and drafting updates to the Department of Personnel Service’s Administrative Rules and Civil Service Policies and Procedures.
