CITY OF SEATTLE NOTICE TO CONSULTANTS FORRFQ 25-002QP- On-Call transit and streetcar improvementsThe City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in planning, preliminary design work, alternatives analysis, traffic modeling, and final plans, specifications and estimate design packages on various transit capital projects.Project Description: The City of Seattle, through its Department of Transportation, SDOT, requests Statements of Qualifications with the goal of retaining up to a consultant team who can be available on an on-call basis to provide design work for SDOT.  No specific projects have been identified.  Rather, individual scopes of work will be determined by the City based on planning, priority and budget and negotiated with the consultant as funding becomes available. Those individual scopes of work are issued in a Work Assignment against the on-call contract.  Each Work Assignment will clearly outline the Consultant’s services, fee and schedule for completion as negotiated with the assigned City project manager.The Seattle Department of Transportation (SDOT) is expanding and improving its transit and streetcar network with the goal of creating a safer and more reliable environment for people riding and interacting with the transit system. A major focus of this effort is implementation of improvements associated with speed and reliability of the transit system as well as the safety of pedestrians, bicyclists, and other roadway users that need to interact with the streetcar and other transit infrastructure.SDOT Transit and Mobility Division will use this on-call to perform planning, preliminary design work, alternatives analysis, traffic modeling, and final plans, specifications and estimate design packages on various transit capital projects. The on-call contract will be used when no in-house staff resources are available or when in-house expertise is not available.This contract is estimated $1,000,000 with an anticipated project schedule of April 2026 through April 2029.Consultants will be evaluated and ranked on qualifications of project management approach, relevant project experience, proposed team, experience designing transit capital improvements, and WMBE Inclusion Plan.Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for January 6, 2026 at 2:00 PM.
