Guidelines Individuals are limited to speaking for 3 minutes, and Council members may ask clarifying questions afterwards. A speaker may be granted the latitude to speak longer than the 3-minute time limit only by the Council Chair or by a motion adopted by the Council. Speakers are not permitted to criticize or attack others. Anyone providing comment should do so in a manner that is respectful of the Council and all meeting attendees. The Council Chair maintains the right to stop public comments that contain inappropriate or inflammatory language or behavior. Public testimony will be offered in person at the Alaska Office Building (AOB) 350 Main Street Room 115, Juneau, Alaska, 99801 and in Zoom format.
