NOTICE OF REQUEST FOR PROPOSALS (RFP)FOR CITY OF TRACYOn-Call Architectural Design ServicesNOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for theON-CALLARCHITECTURAL DESIGN SERVICES (from JANUARY 20, 2026, thru DECEMBER 29, 2028)and will receive proposals in the office of the City Engineer addressed to:CITY OF TRACY – OFFICE OF THE CITY ENGINEERATTN: BERNARDO BUSTAMANTE, P.E., SENIOR CIVIL ENGINEER333 CIVIC CENTER PLAZATRACY, CA 95376UP TO THE HOUR OF3:00 P.M., ON FRIDAY, THE 7th DAY OF NOVEMBER 2025.The services to be performed by the successful PROPOSER(s) are described in the Request for Proposals (which is attached). Additional Copies of the Request for Proposals are available from the CITY’S website:www.cityoftracy.org. Any questions should be directed to Bernardo Bustamante, Senior Civil Engineer in the Engineering Division, at 209-831-6420 or by email atbernardo.bustamante@cityoftracy.org.Any changes to the RFP will be posted on the CITY website in the form of an addendum. PROPOSERS shall periodically check the CITY website atwww.cityoftracy.orgfor any addenda issued for this request and acknowledge the inclusion in proposal documents.Proposals shall be submitted and clearly marked as follows:“SEALED PROPOSAL FOR ON-CALL ARCHITECTURAL DESIGN SERVICES (From JANUARY 20, 2026, thru DECEMBER 29, 2028) – DO NOT OPEN WITH REGULAR MAIL.”Four (4) hard copies and (1) electronic copy (Flash Drive is the preferred method; emails will not be accepted) of the proposal are required. The electronic copy does not replace the requirement for a hard copy submittal. Only hard copy submittals received by the CITY of Tracy, Office of the City Engineer, by the deadline will be reviewed.All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which PROPOSER best meets the CITY’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate Proposals are set forth in the Request for Proposals.The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal, this Request for Proposals, or the proposal process.The CITY, through this RFP, intends to compare proposals and select a list of qualified PROPOSER(s) to do a variety of Architectural Services. A Master Professional Services Agreement (MPSA) (Exhibit A) will be executed between the CITY and the selected PROPOSER(s). The Master Professional Services Agreement will allow the CITY to request the services of a retained PROPOSER(s) on an individual project basis, as the need arises. Staff will solicit an informal proposal, a proposal based on scope, understanding, and schedule. The proposals will be evaluated and ranked by CITY staff. The successful PROPOSER will be given a Task order executed by the PROPOSER and the CITY. Once the cost fee has been negotiated, a purchase order will be issued. Should the CITY fail to successfully negotiate an acceptable maximum fee for services for a specific project with the PROPOSER involved, the CITY reserves the right to seek and retain said services through other means or other PROPOSER(s).RFP - On-Call Architectural Design ServicesExhibit A - CITY - Master Professional Services AgreementAddendum No. 1
