Michigan Department of Management and Budget Facilities Administration, Design & Construction Division

Reference No.
RFP-2025-3128
Category
Facilities/Maintenance
Due Date
January 22nd, 2026
Description
Professional engineering services to perform Phase 100, 200, 300, 400, 500, 600, 700 Professional Services at the Energy Center. The intent of this selection process is to contract with a qualified firm to provide ad hoc professional services to design a project to replace the existing secondary main switchgear GE Multilin 750 safety relays. The existing GE relays were manufactured in 2001 and have a 15-year design life. GE discontinued making the relays in 2020 and only one spare relay is available in stock. A catastrophic failure
most likely would shut down power distribution to one or multiple facilities located at the secondary complex. Each relay breaker needs to be specifically programmed and tested before installation. Prior to the relay breakers being replaced, a scheduled systematic outage will be necessary. Coordination with Consumers Energy is required for relay settings/programming and updating the Interconnection
Agreements. The PSC will be required to meet with DTMB personnel to determine the full scope repairs/improvements.
ALL questions should be emailed in writing to Kurt Maiberger at
maibergerk@michigan.gov address no later than 2:00 PM on January 7, 2026. This solicitation has some or all State funding, additional requirements may apply. This project has a "prevailing wage" requirement.
