Emergency Contract Notice-Curbside Recycling Services

The Virginia Public Procurement Act (VPPA) defines an emergency contract as a contract awarded without competitive sealed bidding or competitive negotiation when necessary to address an unexpected occurrence th at demands immediate action. This includes situations that require the procurement of goods, services, or construction to save lives, protect public health and safety, protect property, prevent additional damage, or restore essential public service. § 2.2-4303.FAt the direction of County leadership, an emergency contract for curbside recycling services was negotiated with TFC Recycling for a short-term contract period beginning 10/13/2025 and ending 12/31/2025.  The vision for the County to extend services as needed and as directed by County Administration up to one year, expiring on 10/6/2026.
