Description

PHA would like to create homeownership opportunities for households with incomes up to 120% of area median income (“AMI”). PHA seeks development partners to build workforce homeownership housing on vacant parcels at 139 E. Clearfield, Abbottsford Homes and 1400-20 N 8th Street for a minimum of sixty-six (66) units between the three (3) sites. 139 E. Clearfield Street Townhomes are made of vacant parcels located on East Lippincott Street bounded by North Water Street, East Clearfield Street and A Streets in the Upper Kensington area of North Philadelphia. These homeownership opportunities are for households with incomes up to 120% AMI. 139 E. Clearfield is approximately a 20-minute drive to Center City or a 35-minute ride via SEPTA. As part of this project, a total of thirteen (13) units shall be vertically constructed, which will be comprised of thirteen (13) three-bedroom townhomes with basements of approximately 1,400 Sq. Ft. Please see Exhibit A for a site plan. The selected Developer will be responsible for subdividing these lots. Abbottsford Townhomes are part of a well-located, approximately 28.5-acre parcel bounded by present-day Henry Avenue to the southwest, West Abbottsford Avenue to the northwest, Fox Street to the northeast, and Roberts Avenue to the southeast. These homeownership opportunities are for households with incomes up to 80% AMI. It is characterized by significant elevation changes from the southern perimeter at Roberts Avenue to the northern boundary at Abbottsford Avenue, a service road that runs parallel to the Roosevelt Expressway. The Site is located approximately 25 minutes from downtown Philadelphia. The Site is accessible to Center City given its proximity to U.S. Route 1 and Roosevelt Boulevard, Kelly Drive, Ridge Avenue and public transportation bus routes. Train access is available at the East Falls Station. The Site has good highway access provided by I-76 and the Roosevelt Expressway complemented by major arteries that provide approach routes from different directions. The Site’s access makes for a prime location for residential and ancillary commercial development. Retail and commercial businesses consisting of a grocery store, banks, restaurants, a gym etc. are located across Roberts Avenue in Bakers Center. Wissahickon Valley Park is located approximately one mile to the northwest from the Site. The Developer shall construct a total of seventy-nine (79) 3-bedroom townhomes of approximately 1,700 -1,800 SF on the selected parcels. Basements are not to be included in these units. The inclusion of the homeownership townhomes is part of the redevelopment of the entire site. See Exhibit A for the site plan. PHA will provide subdivided parcels to the selected Developer at the Abbottsford site. The selected Developer will be responsible for further subdivision of these parcels. 1400-20 N 8th Street is a vacant lot zoned RM-1, Residential Multi-family 1, in the Ludlow neighborhood of Philadelphia located between Yorktown and Olde Kensington. These homeownership opportunities are for households with incomes up to 120% AMI.The Site is bounded by Master Street to the south, N 9th Street to the west, and Jefferson Street to the north. The Site is accessible to Center City with its proximity to public transportation via the bus and the Frankford/Market train line and Broad Street connection. The selected Developer shall construct a minimum of eleven (11) 3-bedroom townhomes with basements of approximately 1,400 SF on the selected parcels. The selected Developer will be responsible for subdividing these lots. The Norris VI townhomes will be constructed on a vacant lot zoned CMX-3, Community Commercial Mixed-Use, with eight (8) along N 11th Street and eight (8) along N Warnock Street between W Norris Street and W Berks Street. The sixteen (16) three-bedroom townhomes are to be constructed between 1,300 SF - 1,400 SF and for households with up to 80% AMI. The selected developer will be responsible for the sub-division of the lots. See the attached site plan in Exhibit A. The Developer selected under this RFQ will lead all parts the workforce homeownership initiative, including design, financing, construction and marketing/selling of the units. The selected developer will be required to work closely with PHA, the City and other community stakeholders throughout the development process. A pre-proposal conference will be held virtually via Webex on 10/14/2025 @ 1pm. While not mandatory, it is strongly suggested that potential Respondents attend this meeting. The purpose of the pre-proposal conference is to respond to questions about the site, community, and development requirements. Please RSVP with William.Cook@pha.phila.gov
