Request for ProposalsEPA Brownfields Community-Wide AssessmentProfessional Servicesfor the City of Kent, WashingtonThe City of Kent, Washington (“City”) seeks to assess and plan for the redevelopment of brownfield properties to promote economic growth, housing options, and public health in environmentally overburdened areas.The City is, therefore, seeking an Environmental Professional as defined in 40 CFR §312.10 to support its efforts with the implementation of its FY24 US Environmental Protection Agency (“EPA”) Brownfields Community-Wide Assessment Grant (“Grant”). The Grant will fund various activities focused on properties potentially impacted by hazardous substances in two priority target areas: Downtown Kent and the Midway Subarea on the West Hill of the City (“Project”). The Project includes coordinating with the City and community-based organizations to engage the community to identify and prioritize sites, conduct site assessments, and prepare plans for clean-up and revitalization.Responses to this Request for Proposal (“RFP”) must be in no less than 11 pt font and not be more than 20 pages in length (10 double-sided or 20 single-sided pages).  The page limit excludes the cover letter, title page, table of contents, resumes, or dividers.All submissions shall include a Title Page with the RFP number, title, date of submission, firm name, website, address, and phone number, along with the email and phone number for the firm’s primary contact.Emailed proposals must be in PDF format and include “RFP#ECD-P2025-1017 – Kent EPA Brownfields Community-Wide Assessment” in the subject line.
