Cox Creek Sediment Technology and Reuse (STAR) Facility. Determine market interest to design, build, finance, operate, maintain, or a combination thereof, a large-scale innovative reuse and/or beneficial use (IRBU) facility at the Cox Creek Sediment Technology and Reuse (STAR) Facility (“Property”) owned by the State Port Administration (MPA), an agency of the State of Maryland (the “Project”).
