Invitation to Bid (ITB) 2026-2600-0097 Division of Juvenile Justice (DJJ) McLaughlin Youth Center (MYC) – Laundry ServicesPURPOSE: The Department of Family and Community Services (DFCS) is soliciting bids for laundry service for the McLaughlin Youth Center (MYC). PRIOR EXPERIENCE AND MINIMUM REQIUIREMENTS: To be considered responsive and responsible, offerors must demonstrate that they meet the service requirements described in this solicitation. The proposal must clearly describe how each requirement is met and must include supporting documentation as specified in the Invitation to Bid (ITB).THE OFFEROR MUST HAVE: Demonstrated experience managing segregated laundry processes, such as handling laundry from multiple units or departments that require separation (e.g., color-coded systems or unit-specific bundling). Experience handling contaminated laundry in compliance with applicable health and safety regulations, including disinfection protocols and the use of water-soluble bags. Experience working with clients in correctional, healthcare, or institutional settings is preferred but not required.THE FACILITY MUST:Meet the hygiene, safety, and operational standards outlined in 7 AAC 12.740 including: Physical separation of clean and soiled laundry processing areas. Adequate ventilation, lighting, space, and sanitation practices. Use of hot water at 160°F or an approved alternative disinfection process with documented procedures. Clearly labeled and covered carts for transporting clean and soiled laundry. Access to handwashing and toilet facilities for staff. RESPONSIBILITY REQUIREMENTS:To be considered responsible, the lowest bidder must provide: Three (3) letters of reference from current or past clients within the last three (3) years, confirming satisfactory or better performance in providing similar laundry services. If applicable, reference letters from State of Alaska agencies the vendor has contracted with in the past three (3) years. Vendor performance with the State will be verified via the IRIS financial system.Failure to meet these minimum requirements or to provide required supporting documentation will result in the proposal being deemed non-responsive or the bidder being deemed non-responsible, and the offer will be rejected.ADA: The State of Alaska complies with Title II of the Americans with Disabilities Act of 1990. Registration must be in writing and may be made via email to fcs.fms.vendor.response@alaska.gov. Failure to register with the DFCS Procurement Section may result in rejection of your offer
