Class/Item Description 909-22 Building Construction, Non-Residential, Office Building, etc. 909-23 Building Construction, Residential, Apartments, etc. 909-24 Building Construction, Commercial and Institutional 909-25 Building Construction, Prefabricated, All Types 909-30 Building Construction, (Not Otherwise Classified) 909-76 Site Work 909-77 Special Construction: Security, Special Rooms, etc. 911-15 C.I.P., Construction and Rehabilitation, Other than Buildings 911-16 C.I.P., Construction and Rehabilitation, Buildings 911-22 C.I.P., Demolition Contract 912-40 Demolition Services SCOPE: In accordance with the provisions ofTexas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-RiskMethod, and Rules and Procedures adopted by the Texas Facilities Commission(TFC), TFC is requesting qualifications for a Construction Manager-at-Risk(CMR) to provide Pre-Construction and construction management services for theTFC INS Demolition & New Building - Office of the Governor located at 1100San Jacinto Blvd, Austin, TX 78701, hereinafter described as TFC Project #25-031-3105 (the Project). This Project will be administered by TFC. Thisprocurement will be a two-step award process with a two-part work requirement. A. Step One of the solicitation will include asubmittal of company experience and qualifications focusing on projects ofsimilar size and type. Respondents will be evaluated on experience andqualifications, as detailed in Section V, Submission Requirements. Only thehighest ranked 5 or fewer Respondents will be shortlisted based on thisevaluation and invited to participate in interviews. Based on the interviews,the short-listed firms may be invited to participate in Step Two. B. Step Two of the solicitation will includethe short-listed firms participating in interviews. The short-listed firmsparticipating in the interviews may be requested to submit pricing informationrelated to indirect construction costs as detailed in Section V, SubmissionRequirements. COST OF WORK: Respondents to this RFQ shouldconsider the Cost of Work for Phase 1 of Pre-Construction, abatement, existingbuilding demo, excavation, and parking structure as Eighty-Five Million dollars($85,000,000.00) to begin the project. Overall budget will be reevaluated nextyear in Q2 prior to upcoming legislative session, and additional funds will berequested to complete the project. CONTRACT TERM: The preliminary/targetedcumulative Pre-Construction and Demo period is estimated to be 305 calendardays and the cumulative Construction period is 655 calendar days for a totalcontract term of 960 calendar days except as may be otherwise amended or negotiated.PROJECT DESCRIPTION: The Project includesthe demolition of the existing TFC Insurance building, rerouting andmaintaining existing utility lines and infrastructure as required, andconstruction of new Office of the Governor building. The new multi-story officebuilding shall be approximately 125,000 SF and house approximately 450employees with a below-grade parking structure and approximately 300 parkingstalls. Approximate cost of construction for theproject is estimated to be eighty-five million dollars ($85,000,000) to beginthe project. Overall Budget will be reevaluated mid-2026 prior to upcominglegislative session, and additional funds will be requested to complete theproject. At the time of this RFQ issuance, the Ownerhas engaged Square One Consultants as the Owner’s Representative (ProjectManagement Firm) to manage this project. Square One will work at the directionof the Owner to assist the project team (including the architect, designsubconsultants, engineers and contractor) in reviewing design &constructability options, cost estimates, current technologies and otherrelevant design & construction issues. MANDATORYPRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences will beheld on Tuesday, January 13, 2026 at 10:00 AM and Wednesday, January 14, 2026at 10:00 AM. Pre-registration is required to participate in the teleconference.Respondents must have an employee of their firm attend at least one (1) of thetwo (2) pre-submittal conferences. TFC shall reject qualifications submitted byfirms that did not attend one of the mandatory pre-submittal conferences. TFC is using the eProcurementsystem Bonfire.
