Progressive Design Build for SR 167, I-5 to SR 161 - New Expressway Project

The Kraemer-Scarsella Joint Venture (KSJV) invites qualified subcontractors and suppliers to submit bids for the Washington State Department of Transportation (WSDOT) SR 167, I-5 to SR 161 (Phase 2b) – New Expressway Project. As the design-builder, KSJV will deliver this Progressive Design-Build project to construct a new expressway that will enhance transportation efficiency and connectivity in the region. This project is a key part of the Puget Sound Gateway Program, aimed at improving regional mobility, facilitating freight movement, and creating a vital link between I-5 and SR 161 for the Washington State Department of Transportation.Key Construction ScopesConstruction scopes for the SR 167, I-5 to SR 161 (Phase 2b) – New Expressway Project include:Construction of new expressway lanes and interchanges to improve traffic flow and safety.Major earthwork and mass grading operations to establish the new roadway alignment.Bridge and structure construction, including overpasses and underpasses to accommodate local roads, railroads, and waterways.Installation of advanced Intelligent Transportation Systems (ITS), tolling infrastructure, and variable message signage.Utility relocations and upgrades to support the new corridor.Environmental mitigation measures, such as fish passage improvements, wetland restoration, and stormwater management systems.Coordination with local agencies, Tribes, and stakeholders to minimize impacts and ensure regulatory compliance.Early construction packages to accelerate critical path activities and reduce overall project duration.Schedule and DeliveryThe project is structured in multiple phases, with early works focused on risk assessment, permitting, and stakeholder outreach.
