Description
SCOPE OF SERVICES I. BACKGROUND: The DeSoto County Board of County Commissioners (BOCC) are seeking services from a qualified engineering firm (herein referred to a “RFQ respondent”) to provide Construction Engineering and Inspection Services for the expansion of the DeSoto County Regional (DCR) Wastewater Treatment Plant (WWTP) including effluent disposal facilities located at 7728 SE Highway 31, Arcadia, FL 34266. The DCR WWTP (FDEP Facility ID FLA530808) is an extended aeration wastewater treatment plant with a current rated capacity of 0.750 MGD and plans to expand capacity to 0.950 MGD by the end of the 2022 calendar year. The WWTP is located on a 160-acre County owned parcel on SE Highway 31 with Property ID 02-39-25-0000-0011-0000. The current method of effluent disposal for the 0.750 MGD current rated capacity and the expansion to 0.950 MGD is the existing spray field located on the leased parcel to the north and east of the County owned site with Property IDs 02-39-25-0000-0010-0000 and 01-39-25-0000-0010-0000. Refer to Exhibit ‘A' herein which depicts the location of the above-mentioned County owned and leased parcels. In April 2022, DeSoto County completed a wastewater facility plan which outlined recommended methods for increasing the existing DCR WWTP capacity. Engineering design and permitting services were retained through an RFQ in 2023. Design and Permitting are complete and the Construction is currently advertised scheduled for award Early December 2025. Design included expansions in two separate phases from 0.950 MGD to at least 1.40 MGD and 2.0 MGD. The selected RFQ Respondent will be responsible for the Construction Engineering and Inspection Services of both phases of expansion for the wastewater treatment plant and the effluent disposal. The County may elect to proceed with the two-phased expansion under two separate contracts awarded individually at different times or under one contract for phase 1 with an optional additional scope or change order for phase 2. This will depend on the bids received and available funding. As part of the negotiation phase, DeSoto County will discuss the production of separate scope and fee schedule for each phase vs. a single schedule for the both phases with the selected RFQ Respondent and reach an agreement on the preferred method prior to contract execution. The County should have better information on which phases are included when the negotiation phase is reached. The selected RFQ Respondent shall include applicable licenses to perform the Scope of Services in the State of Florida. The RFQ Respondent shall include any other necessary professionals on the team needed to complete this Construction Engineering and Inspection Services. The anticipated schedule for this project is as follows: Release RFQ October 2025 RFQ Responses Due November 2025 RFQ Evaluation November 2025 Contact Negotiation Complete November 2025 Contract Approval December 2025 Notice to Proceed December 2025 Construction Phase Start December 2025 Construction Phase End June 2026 (Anticipate about 18 months from NTP) The anticipated construction budget for the expansion of the DCR WWTP from 0.950 MGD to 1.40 MGD is $6.9 Million. The County may elect to expand the WWTP from 0.950 MGD in one phase. The anticipated construction budget for the expansion of the DCR WWTP from 0.950 to 2.0 MGD is $13.0 Million. II. DELIVERABLES: It is anticipated that the following items are the minimum tasks which will be included in the Scope of Services: Construction Engineering and Inspection Services • Attend and lead the Pre-Construction meeting. • Attend and lead regular construction project meetings. • Review and respond to Requests for Information (RFI) received from the Contractor. • Review and respond to shop drawings and submittals received from the Contractor. • Provide engineering support throughout construction. • Provide inspection services. • Review Contractor applications for payment. • Assistance with the coordination of work in a manner that does not disrupt the operations of the DCR WWTP. • Preparation of accurate signed and sealed record drawings of all completed work. • Attend Substantial and Final Completion inspections and generation of punch lists. • Permit management and final certifications. • Preparation of Injection Well Operation and Regulatory Compliance Manual. • Preparation of FDEP request for Operation Testing Authorization. • Provide DCU staff personnel training and support for DIW initial start-up and operational testing. • Coordinate FDEP interface, communications and reporting during DIW operational testing period
