This solicitation is being issued in accordance with Section 2155.067 of the Texas Government Code governing proprietary purchases. While it complies with all applicable state procurement requirements, the services described herein are considered proprietary due to the use of existing vendor-owned infrastructure and operational constraints that limit competition.The Texas Historical Commission (THC) is soliciting bids from qualified vendors to provide statewide distribution services for printed brochures promoting African American heritage in Texas. The purpose of this solicitation is to engage a vendor capable of stocking, monitoring, and replenishing literature in display racks located at businesses and visitor-serving locations across Texas.
