REQUEST FOR PROPOSALS (RFP) Playground Equipment Design and Installation Greenheck Turner Community Center 6400 Alderson Street, Weston, WI 54476 I. OVERVIEW The Greenheck Turner Community Center (GTCC) is soliciting proposals from qualified playground equipment manufacturers and/or vendors (“Vendors”) to design, provide, and install new playground equipment at the GTCC facility, located at 6400 Alderson Street, Weston, Wisconsin. GTCC seeks unique, engaging, and high play-value equipment that encourages physical activity and supports motor skill development for children of various abilities. All designs and equipment must: Comply with the Americans with Disabilities Act (ADA); Utilize International Playground Equipment Manufacturers Association (IPEMA) certified products; Meet or exceed all federal and state safety guidelines; Conform to relevant ASTM International standards and the U.S. Consumer Product Safety Commission (CPSC) regulations. The selected Vendor will collaborate with the D.C. Everest Area School District Buildings and Grounds Department to finalize the design and ensure the completed project is coordinated, cohesive, and beneficial to the community. II. PROPOSAL PARAMETERS & GUIDELINES a. Submission Requirements All proposals must follow the requirements, format, and guidelines provided in this RFP. b. Award Contracts will be awarded to the Vendor(s) whose proposal is determined to be most advantageous to GTCC, based on the Evaluation Criteria outlined in Section V. e. Disposition of Proposals All submitted materials become the property of GTCC and will not be returned. III. SCOPE OF WORK The selected Vendor(s) will design, supply, and install playground equipment within the specified budget and project requirements: Location: Greenheck Turner Community Center, 6400 Alderson St, Weston, WI 54476 Budget: $200,000 Desired Equipment Features: Play structure and amenities for ages 4–12, including multiple slides; Wheelchair accessible features and inclusive play opportunities for children of all abilities; Swings for up to eight (8) users; All equipment must: Bear the IPEMA certification seal; Meet or exceed ADA Accessibility Guidelines for Play Areas; Comply with current playground safety standards, including but not limited to: ASTM F1487 (Playground Equipment) ASTM F1292 & ASTM F3313 (Impact Attenuation of Playground Surfaces) CPSC Publication 325: Public Playground Safety Handbook Installation Requirements: Vendors must verify site conditions prior to submission; no allowances will be made for failure to examine the site. All equipment must be installed by factory-trained, insured, and certified installers. Following installation, an independent Certified Playground Safety Inspector (CPSI) employed by the school district will inspect. Vendors must correct any deficiencies within seven (7) days of notification. Site visits are encouraged for all interested Vendors. Vendors may visit independently or contact the Jason Jablonski to schedule a visit. IV. CONDITIONS FOR SUBMISSION To be considered, proposals must meet the following conditions: Timeliness: Proposals must be received by the deadline stated above. Late submissions will not be accepted. Completeness: Incomplete proposals will not be considered. Organization: Proposals should provide a clear breakdown of the work steps necessary to complete the project. Introductory Letter: Each submission must include a letter on company letterhead identifying: Company name Address Primary contact name and title Telephone and email contact information V. EVALUATION CRITERIA All submissions will first be reviewed for compliance with minimum requirements. Non-compliant submissions will not be evaluated further. Responsive proposals will be evaluated using the following criteria: Responsiveness to RFP requirements Quality and suitability of proposed equipment designs and site concepts Originality and creativity of design Safety features and compliance with standards Accessibility and inclusive play opportunities Durability and ease of maintenance Ability to meet the budget and installation timeline (installation required before June 1, 2026) Demonstrated capability to manage design and construction, including required certifications, licenses, and insurance VI. GENERAL CONTRACTUAL CONDITIONS The selected Vendor must certify no conflicts of interest exist and that no contingent fees were paid to secure the contract. Vendors must maintain General Liability and Worker’s Compensation Insurance as required by the State of Wisconsin for the duration of the contract. Minimum Insurance Requirements: Commercial General Liability: $1,000,000 Combined Single Limit; OR $1,000,000 Bodily Injury / $200,000 Property Damage per occurrence; $1,000,000 aggregate Professional Liability: $1,000,000 per occurrence / $1,000,000 aggregate Worker’s Compensation: Statutory limits Insurance certificates and endorsements must be submitted before contract execution and kept current for the duration of the project. VII. RESPONDENT CERTIFICATION FORM This page must be completed and included with the proposal. I hereby certify that the information contained in this proposal is accurate and complete, and that I am duly authorized to submit this proposal on behalf of the Respondent.
