Affordable Housing Fund – Financial Partner Services

The City of Steamboat Springs (City) is soliciting statements of qualifications from qualified professional individuals, firms, or organizations to serve as the Financial Services Partner for the City’s Affordable Housing Fund Rolling Solicitation Program (Program). The selected Financial Services Partner will assist the City in refining and launching the Program and will provide ongoing financial administration services including application management, underwriting and risk analysis, portfolio servicing, reporting and financial compliance.The City currently envisions contracting with multiple entities under a split-role administrative model in which the Financial Services Partner is responsible for the financial and transactional dimensions of the fund (revenue provided by Short-Term Rental Tax, approximately $15 million annually), while Program compliance functions, including deed restriction administration, income qualification, occupancy verification and ongoing compliance monitoring, are anticipated to be assigned to a separate entity (likely the Yampa Valley Housing Authority).This RFQ is focused on the Financial Services Partner role. However, respondents are also asked to provide supplemental information on their capacity to deliver Program compliance services, as described in Section III, in the event the City requires these services in the future. This supplemental information is not part of the core scope of this engagement and will not be considered in the primary evaluation.The initial contract term is anticipated to be one (1) year, with options for annual renewal based on performance, mutual agreement, and continued appropriation of funds.
