Plainview-Hale County Airport Runway and Ramp Improvement Projects Request for Qualifications The City of Plainview and Hale County are seeking professional engineering and architectural design and construction services to assist with the State and Federally funded grant applications and potential awards for the Plainview-Hale County Airport Improvement Projects would include rehabilitation and/or reconstruction of airfield pavements to include Runway 4-22, Runway 13-31, all associated taxiways and aprons. Additional projects could include airfield electrical lighting improvements, airfield drainage improvements, and environmental assessments for proposed projects on the airfield. Plainview-Hale County Airport Information The Plainview-Hale County Airport is located in Hale County and is situated in the south-central Texas panhandle. The Airport is located just outside the Plainview City Limits and is approximately one mile south of the Central Business District (CBD). Plainview is the county seat of Hale County and is located approximately 47 miles north of Lubbock and approximately 76 miles south of Amarillo. The Airport is a public-use, general aviation facility that serves the region’s air transportation needs. Major facilities at the airport include a 6,001-foot primary runway (Runway 4/22) and a 4,000-foot secondary runway (Runway 13/31), both equipped with low intensity runway lighting. Operations at the airport are supported by VOR and RNAV(GPS) approaches. Other services include avgas and jet fuel, aircraft storage in hangars, and tiedown parking. Hale County Airport is included in the National Plan of Integrated Airport Systems, making it eligible for federal Airport Improvement Program grants. Proposed Scope of Work The selected engineering and/or architectural firms will provide all project related services including but not limited to the following: Term length of the RFQ (5) five years State and Federally funded Planning and Technical Assistance Grant Award Preparation of all additional State and Federal grant application materials, (budget, maps, etc.), and if awarded , will assist with the following: Prepare all preliminary and final design plans and specifications for the Airport Improvement Project Preparation of the bid documents related to the Airport Improvement Project Conduct all field testing and inspections (interim and final) related to the construction of the Airport Improvement Project Other special services as required by local, State and Federal regulations For more information on the East Ramp Improvement Project, please review the Plainview-Hale County Airport Master Plan at www.plainviewtx.org . Statement of Qualifications All proposals submitted will need to demonstrate the following experience and qualifications: Registered and in good standing as a professional engineer per the Texas Engineering Practice Act; Experience with Airport Improvements Projects; and Experience with State and Federally-funded construction projects; and Experience with projects located in the South Plains Association of Governments Region; and List of past local government clients, as well as resumes of all engineers/architects who will or may be assigned to this project; and Please provide a copy of your active SAMs registration, current certificate of insurance for professional liability. Evaluation Criteria Proposals will be evaluated using the following selection criteria: Recent experience of the project team with comparable airport projects within the past ten years. (25 points) Do the qualifications indicate that the project team has recent direct experience on other general aviation airports designing similar improvements to those proposed at this location? [Sources of information: Aviation Project Design Team Form, Recent Relevant Airport Experience Form, and possibly the Optional Summary.] Proposed technical approach (30 points) Does the architect/engineer provide evidence of understanding of the project; and any unique architectural/engineering aspects associated with the proposed project and how to address them? [Sources of information: Proposed Technical Approach to Project, and possibly the Optional Summary.] Project design schedule and ability to meet schedules and deadlines (25 points) Does the proposed design team have sufficient time to work on this project? Has the firm demonstrated an ability to meet design schedules in the past? Reasonableness of proposed schedule [Sources of information: Aviation Project Design Team Form, Recent Relevant Airport Experience Form, Project Design Schedule Form and possibly the Optional Summary.] Construction Management Experience (20 points) The architect/engineer will oversee the airport construction. Therefore, it is critical that the architect/engineer be involved in the day-to-day construction activities through a full-time resident project representative and periodic site visits. What evidence do the qualifications provide as to the architect/engineer’s commitment to proactive and consistent representation during construction? [Source of information: Relevant Airport Experience form; proposed Technical Approach to Project; and possibly the Optional Summary] Submittal Deadline Please submit six (6) copies of your firm’s proposals in a package clearly marked “Airport Improvement Project” to the address below: City of Plainview Attn: City Secretary 202 W. 5 th Street Plainview, Texas 79072 The proposals must be received by the City no later than 2:00 pm on or before Wednesday, December 17 th , 2025, to be considered. No electronic or fax submissions will be accepted. DO NOT INCLUDE COST INFORMATION with the qualification statement. Responses that include cost or pricing information will be rejected and will not be considered by the City and County. Contract Negotiations and Other The firms are expected to negotiate an agreement for services which is acceptable to the City and County. If an acceptable contract cannot be negotiated, the City and County may formally end negotiations and begin negotiating with the next highest qualified person or firm. A copy of the submitting firm’s response to questionnaire pertaining to “Conflict of Interest”. Local Government Code Chapter 176 requires firms seeking to do business with the City of Plainview (“City”) to file a Conflict of Interest Questionnaire with the City Secretary. The current Conflict of Interest Questionnaire is available for downloading on the website of the Texas Ethics Commission: http://www.ethics.state.tx.us/forms/CIQ.pdf . In addition, the successful firm will be required to provide a Certificate of Interested Parties Form 1295 as required by the Texas Ethics Commission.
