FY23 Lift Station Upgrades

Sealed Proposals will be received by the undersigned at the City of Long Beach, 115 Bolstad Avenue West, Long Beach, Washington 98631, up to 2:00 p.m.; local time on Wednesday, November 12, 2025, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the FY23 Lift Station Upgrades.The FY23 Lift Station Upgrades Project will consist of improvements to three sewer lift stations in the City of Long Beach, Breakers Lift Station, and Lift Stations 2 and 5.  The improvements to the lift stations will include demolition and wastehauling of existing equipment, rehabilitation and coating of two existing wet wells, and the installation of new owner-furnished submersible pumps and controls.  Additional improvements will include the construction of new wet well lids and hatches at each lift station, a new saddle manhole and wet well top barrel section on Breakers Lift Station, new valve vaults at Lift Station 5 and Breakers Lift Station, and new force mains from the wet well to the discharge points at each location. The influent sewer line to Lift Station 2 will be replaced.  The existing wood fencing at Lift Station 5 will be replaced with new wood fencing.  New pump disconnect electrical seal-off vaults will be installed and Owner-furnished control panels will be installed at each lift station.The Work shall be substantially complete within 185 working days after the commencement date stated in the Notice to Proceed.  All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Long Beach, Washington.The Proposals will be publicly opened and read aloud shortly after the time and date stated above.  Proposals are to be submitted only on the form provided with the Bid Documents.  All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Long Beach” and in an amount of not less than five percent (5%) of the total Proposal amount.Bid Documents for this project are available free-of-charge at the following website:https://gobids.grayandosborne.com.  Bidders are encouraged to register in order to receive automatic email notification of future addenda and to be placed on the Bidders List.  For assistance, please call (206) 284‑0860.  Contract questions shall be directed only to the office of the Project Engineer.A non-mandatory Prebid Conference is scheduled for Wednesday, November 5, 2025.  The conference will begin at the 115 Bolstad Avenue West, Long Beach, Washington at 1:00 p.m. (local time).  Prospective bidders are encouraged to participate.  Any other site visits shall be limited to 9:00 a.m. to 3:00 p.m., Monday through Friday, and shall be coordinated through John Goulter, of the City of Long Beach, by calling (360) 642-3129, at least 24 hours in advance of the visit.  No unauthorized visits or unscheduled visits will be allowed.Financing of the Project has been provided by City of Long Beach, Washington and US EPA.  The City of Long Beach expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal.
