Description

Bids will be received by the Office of the City Engineer of the City of Urbana, Ohio until 2:00 p.m. Eastern time, Friday, February 27, 2026 for the city’s 2026 Sidewalk, Curb and Gutter Replacement Program (Bid #26-01). Bids can ONLY be submitted through Bid Express ® and can be accessed through the city’s BID Express ® webpage: https://www.bidexpress.com/businesses/101329/home. A digital ID shall be required for the bidder to submit a bid electronically through Bid Express ®. The electronic bid opening will be held in the Engineering Office at the Urbana Municipal Building at 205 South Main Street, Urbana, OH 43078, but in-person attendance is not required. This project consists of the replacement of deteriorated or missing sidewalks, deteriorated curb and/or gutter sections, or deteriorated sidewalks through drive approaches along at least portions of Parkway Boulevard, Players Court, Bentwood Court, Pro Circle, New Haven Drive, Cambridge Drive, Camelot Drive, Pine Tree Drive, Bon Air Drive, and South Jefferson Avenue. Catch basin replacement and repairs to grade and the installation of ADA compliant curb ramps are also planned. The Engineer’s Estimate for this project is $301,030.00. Bidders shall furnish all labor, materials, and equipment necessary in the cost of their bid to complete the project in its entirety. Bids shall be submitted electronically with either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier’s check, or letter of credit on a solvent bank in the amount of not less than 10% of the Bid amount, subject to conditions provided in the Instructions to Bidders. The successful bidder will be required to furnish a satisfactory Performance Bond in the amount of 100% of the Bid amount in accordance with Section 153.54 of the Ohio Revised Code. Furthermore, upon inspection and release of the performance bond, the awarded project contractor shall submit a maintenance bond in the amount of one half of the original performance bond amount. The maintenance bond shall remain in full force for 12 months until final inspection and acceptance of the work. No bids shall be withdrawn for a period of sixty (60) days after the opening thereof. The project’s start date shall be no sooner than Monday, May 4, 2026 unless otherwise authorized by the City Engineer. The project’s completion date shall be Thursday, July 2, 2026. The contractor and all subcontractors shall pay employees on the project the prevailing wages established by the Ohio Department of Commerce, Bureau of Labor and Worker Safety, including all updates, and shall comply with the provisions of Chapter 4115 of the Ohio Revised Code. The current Prevailing Wage Rate Schedule is included in the bid documents. The City of Urbana, Ohio in accordance with Title VI of the Civil Rights Act of 1964, hereby notifies all prospective bidders that they will be afforded full and fair opportunity to submit bids in response to any bid invitation issued by the city and that all bidders will not be discriminated against on the grounds of race, color, national origin, sex, age, disability, low-income status, or limited English proficiency in consideration for an award. The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid and to accept any Bid which is deemed by the Owner to be most favorable to the Owner.
