City of Sunnyside, WashingtonRequest for Statement of QualificationsMunicipal Engineering ServicesThe City of Sunnyside is inviting Statements of Qualifications (SOQ) from firms interested in providing professional municipal engineering and aviation services during the 2026-2028 calendar years.  The City will be selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, street, and airfield projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction, funding administration, and support for City staff. Design, plans, specifications, and construction services may involve projects funded by TIB, STBG, USDA, WSDOT SRTS and Ped/Bike, CERB, CARB, CDBG, DWSRF, PWB, LID, RCO, FMSIB, Ecology, SRF/Centennial Clean Water, FAA, Yakima County SIED, federal stimulus funds, and other applicable programs administered through WSDOT, the Department of Commerce, or other state, county, and local agencies.The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s). Should CDBG grant funds be secured, cost plus percentage of construction cost consultant agreements will not be allowed. State and federal equal opportunity and affirmative action requirements will apply to the selection process, consultant agreement and conduct of the project.SOQs shall be limited to thirty (30) pages excluding a one-page cover letter and front and back covers (if used). Selection criteria will include key personnel; firm experience with engineering and planning plans, specifications, and cost estimates, and environmental/permitting processes; familiarity with Sunnyside and/or similar municipalities; experience with state and federal funding programs and regulatory agencies; and past performance/references. The most highly rated firm will be selected for negotiation of a professional services contract.
