Alaska DOT&PF is seeking engineering and environmental studies for the Juneau Salmon Creek intersection culvert replacement to correct drainage issues.

Project # SFHWY00454The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to correct drainage issues near the Salmon Creek intersection of Glacier Highway and Egan Drive, including repair and/or replacement of damaged or undersized drainage structures and ditch rehabilitation in areas which are contributing to localized flooding. The proposed project would potentially include: •Ditch and inlet repairs on the North Side of Egan Drive around the Salmon Creek Bike Path•Replace pipe and manholes in drainage systems around Salmon Creek Bike Path•Repairs to the storm drain system on Channel Drive•Replace storm drain culvert under Channel Drive and the World Wide Movers parking lot•Temporary construction of detour roads or paths on both north and south sides of Egan Drive near the intersection to provide alternate routes around construction•Repairs to impacted embankment and pavement section as needed•Relocation of existing underground utilities as neededProject would take place within Salmon Creek Dam potential floodplain. Designated evacuation routes would remain open during and after construction. Construction is projected to begin in 2027. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF. Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion on basis of 23 CFR 771.117(c)(26). Possible affected resources include wetlands, section 4(f) properties, invasive species, and cultural or historic properties. The proposed project would comply with all applicable authorities including: • Bald and Golden Eagle Protection Act• Clean Air and Clean Water Acts• Endangered Species Act• EO-12898, Environmental Justice• EO-11988, Floodplain Management• EO-11990, Protection of Wetlands• Magnuson-Stevens Fishery Conservation Management Act• National Historic Preservation Act - Section 106• Section 4(f) of the U.S. Department of Transportation Act• U.S. Fish and Wildlife Coordination Act DOT&PF is soliciting comments on the proposed project.
